(August 2005 Snohomish Riverfront Properties at Bigelow Creek: Conceptual Enhancement <br /> Program). <br /> After a public Request for Qualifications/Proposal process, the City entered into negotiations <br /> with OliverMcMillan to be the potential entity to purchase and develop the Riverfront properties. <br /> OliverMcMillan is proposing a development project and requesting the necessary approvals. <br /> Specific environmental reviews which have been completed for previous activities on the site <br /> and related plans are listed below with the City of Everett file names.2 More detailed <br /> information on these projects will be included in the environmental impact statement. <br /> • Simpson Paper Co. Lowell Industrial Site Fill. (SMA78-008,EIS78-005). The proposal <br /> was to dike and fill approximately 100 acres at the former mill site to prepare the area for <br /> industrial development. <br /> • Simpson Paper Co. Completion of Lowell Fill. (SMA86-001,Adoption of EIS78-005 <br /> with Addendum). The proposal was to place approximately 450,000 cubic yards of fill <br /> on 70.2 acres, retaining 47.1 acres of wetland. <br /> • Simpson Paper Co. Fill on South End of Site. (SMA86-001, SEPA89-115 DNS). The <br /> proposal was placement of 20,000 cubic yards of fill on the south end of the Simpson <br /> site. <br /> • Simpson Paper Co. Fill on South End of Simpson Site. (SMA86-001 Revision, SEPA <br /> 91-066 MDNS) <br /> • City of Everett Bicycle/Pedestrian Trail. (SMA93-002 issued 5-19-93; SEPA93-009 <br /> MDNS and Addendum). The project included construction of a trail from Rotary Park <br /> along the Snohomish River dike approximately 3/4 mile to the north. The trail then <br /> crosses the north end of the sand fill and currently ends at the BNSF railroad tracks. The <br /> proosal included continuing the trail north along the west side of the landfill property to <br /> 36m St.,where it became a combination bike route and bike lane for approximately one <br /> mile. <br /> • City of Everett Simpson Fill. (SMA95-005, SEPA95-051 MDNS). The proposal was to <br /> fill the Simpson development pad with approximately 300,000 cubic yards of fill. <br /> • Interim Cleanup Actions on Everett Landfill/Tire Fire Site. Ecology issued DNS in <br /> August 1995 for grading landfill surface and installing leachate collection system. <br /> Ecology issued DNS in May 1997 for a realigned leachate collection system,cover of the <br /> fire ash area, and regrading of the west ditch. <br /> • Consent Decree Cleanup Action Plan for the Everett Landfill/Tire Fire Site. (SEPA00- <br /> 056 Final DNS and Addendum). Ecology issued final Consent Decree and Cleanup <br /> Action Plan on April 2, 2001. <br /> • 41st Street Overcrossing Freight Mobility and Railroad Track Removal and Upgrade <br /> Project. (SEPA99-049,Appeal99-0070). After appeals, final SEPA action was Adoption <br /> 2 SMA is a Shoreline Substantial Development permit file. <br /> SEPA is the State Environmental Policy Act. <br /> DNS is a determination of non-significance issued under SEPA. <br /> MDNS is a mitigated determination of non-significance issued under SEPA. <br /> NEPA is the National Environmental Policy Act. <br /> FONSI is a finding of no significant impact issued under NEPA. <br /> SPU is a City of Everett Special Property Use Permit <br /> 4 <br />
