of February 2004 NEPA Environmental Assessment prepared by the City of Everett,the <br /> US Department of Transportation, Federal Highway Administration and the Washington <br /> State Department of Transportation. The proposal was construction of a new roadway <br /> crossing over the BNSF main line and Smith Avenue at 41St St. <br /> • Shoreline Master Program Update. (COMP 01-003, SEPA00-061 Final DNS and <br /> Addendum). This addressed the comprehensive update of the City's Shoreline Master <br /> Program. Ecology approved the update in March 2002. The update includes vision <br /> statements and associated designations for the riverfront areas within shoreline <br /> jurisdiction, as well as the Landfill property. The SMP also includes policies and <br /> regulations for development in shoreline jurisdiction. <br /> • Comprehensive Plan and Zoning Changes to Implement the SMP. (COMP02-007, <br /> REZ02-007, SEPA02-063 Revised DNS). City Council approved Comprehensive Plan <br /> and Zoning changes in July 2003. Amendments included new Aquatic comprehensive <br /> plan designation and zone, amending Comprehensive Plan designation for riverfront <br /> areas south of Highway 2 to 4.5 Waterfront Commercial, and designating the northern <br /> Simpson Category 1 wetland Aquatic. <br /> • Shoreline Public Access Plan. (COMP03-001, SEPA03-006 Revised Final DNS). The <br /> plan focused on a long-term comprehensive strategy to establish a continuous system of <br /> trails,parks and attractions around the entire Everett peninsula, with connections inward <br /> to city neighborhoods and outward to regional trails. It was approved by City Council in <br /> May, 2003. The plan was appealed and ultimately additional amendments were made to <br /> the SMP to implement a settlement agreement. <br /> • WSDOT Stormwater Facility. (SMA04-009, SPU04-011 issued February 2005). <br /> Washington State Department of Transportation(WSDOT)issued a NEPA <br /> Environmental Assessment and Finding of No Significant Impact, and SEPA Adoption of <br /> those documents. The project was construction of a stormwater facility for drainage from <br /> the I-5 HOV lanes, wetland restoration, and trail construction. <br /> • SMP Amendments to Implement Appeal Settlement Agreement(COMPO5-001, <br /> SEPA05-012 DNS). The amendments were approved by Ecology in November 2005. <br /> The proposal included adding a Shoreline Restoration Element to the SMP,modifying <br /> text for the Urban Conservancy-Recreation designation,modifying buffer regulations, <br /> modifying standards for stormwater facilities in buffers,modifying compensatory <br /> mitigation requirements, and adopting the SMP to meet GMA critical area requirements <br /> in shoreline jurisdiction. <br /> • Critical Area Ordinance Update(COMP03-003, SEPA DNS issued November 2005). <br /> The update was approved by City Council in April 2006. It applies to critical areas <br /> outside shoreline jurisdiction. <br /> • 41st Street Extension to Simpson Pad. (SMA 05-014 issued 4-28-06 and SEPA05-067 <br /> MDNS issued 3-21-06). The project included construction of a two lane roadway with a <br /> pedestrian/bicycle lane from the east end of 41m St. to the Simpson pad site. The <br /> extension included a bridge crossing over two wetlands and railroad tracks. <br /> • Eclipse Mill Road Properties Fill. (SMA05-015, SEPA04-067 MDNS and Addendum). <br /> The project included placement of approximately 125,000 cubic yards of fill west of , <br /> Eclipse Mill Road and stockpiling of approximately 250,000 cubic yards of fill between <br /> the Snohomish River and Eclipse Mill Road and north of 36th St. <br /> 5 <br />
