Planning Commission December 9, 2008 Pg. 3 <br /> Meeting Minutes <br /> Bob Mueller, Oliver McMillan, stated that there are subsidence challenges on the site. Currently <br /> the landfill is being surcharged to compress the garbage and peat to stabilize the soil base. <br /> This does not rid the site of total subsidence, so they are anticipating a potential for up to 2 feet <br /> of additional settlement over time. All buildings will be put on piles and sidewalks will be <br /> cantilevered in a lot of the areas. As required by DOE, the site will have a methane collection <br /> system under the new development on the entire landfill area. He presented the landscaping <br /> concepts- buffer zones that will allow for subsidence and membrane to collect leachate or <br /> residue since no water or moisture is allowed infiltrate in the portions of the site where garbage <br /> is located. He presented an overview of landscaping types for the area. Main Street <br /> landscaping will have larger vegetation as opposed to parking lot landscaping. Showed the <br /> different types of landscaping proposed throughout the area. <br /> Pat Farley, Mulvanney G2 Architects, presented the guiding principles of the residential <br /> guidelines: high quality residential project, integrated live work community with pedestrian <br /> access and trail system that will connect parcels, livable environment, diverse housing options, <br /> thoughtful design, neighborhood interaction, common areas and parks, and natural and scenic <br /> areas. <br /> 7:37:03 PM <br /> He presented a concept plan with different housing types represented by the different colors on <br /> the map and a concept plan for Eclipse Mill site which is planned for residential, 4 or 5 story <br /> structures with parking underneath. <br /> 7:40:43 PM <br /> Commissioner Moore asked about City right of way. Mr. Farley referred to the map and stated <br /> that the right of way from Main Street is curb to curb. Chairman Olivers asked if the roadways <br /> on the site were going to be private or public. Mr. Koenig responded both, and added that the <br /> main roads through the Eclipse site, the landfill site, and the Simpson site will be public. <br /> Chairman Olivers asked if the through roads would be public and secondary roads would be <br /> private. Mr. Koenig responded yes. <br /> 7:41:52 PM <br /> Mr. Farley stated that the residential design guidelines are divided into three elements: <br /> circulation, the buildings, and open space between those two things. The pedestrian circulation <br /> system is intended to be completely connected. He presented some examples of pathways <br /> through housing areas. <br /> 7:45:29 PM <br /> Chairman Olivers referred to the Simpson site and asked about the strip of land between the <br /> development and existing Riverfront trail. Mr. Farley stated that the area was a wetland setback <br /> area. Mr. Koenig stated that along the north end next to Wetland C is a 75 foot buffer. <br /> Chairman Olivers was concerned about a connection to that area from the residential parcel. <br /> Commissioner Trautman asked if the areas labeled H-2 and H-3 along the bottom edge of the <br /> Simpson pad were public parking areas. Mr. Farley responded that the public parking areas <br /> have not been designated yet but when they present the final plan, the parking areas will be <br /> designated. They are planning for two different parking areas on the Simpson parcel for the <br /> public to access the trail system. Mr. Koenig clarified that the Commissioners would like to have <br />
