Commissioner Trautman added that it would be nice to <br /> have a southern edge connection. <br /> 7:50:56 PM <br /> Tom Walsh, Foster Pepper Law Firm representing Oliver McMillan, stated that the City Zoning <br /> Code authorizes the City to modify zoning standards that would otherwise apply to the project <br /> and to create tailor made zoning standards to fit the project. They have designed the standards <br /> from the best standards in the current Zoning Code. He referred Commissioners to the <br /> 11/17/08 draft and stated that the standards are divided into four parts: two parts on the landfill <br /> pad that cover the commercial and residential uses, a part that provides guidance on the <br /> Simpson and Eclipse parcels which are primarily residential, and then there are the sign <br /> regulations. <br /> The existing waterfront commercial standards do not cover all the topics that are necessary for <br /> development of the Riverfront District project. As a foundation for the standards, they reviewed - <br /> the B-3 commercial zone standards. The B-3 zone has design standards that had been recently <br /> adopted and some of those have been incorporated into the new site standards for commercial <br /> and high residential uses. The standards for the Simpson and Eclipse parcels are divided into <br /> two parts: everything other than single family detached and then a set of standards for single <br /> family detached. He referred to a table on page 8 regarding single family and multiple family <br /> standards. The sign regulations require the developer to go through a comprehensive signage <br /> plan for approval by the City in accordance with existing regulations. <br /> The height limits requested for Simpson are 35 feet plus an additional 10 feet for sloped roofs. <br /> On the landfill parcel, the heights proposed are 65 feet plus 10 feet for sloped roofs. For the <br /> area that is proposed at 100 feet, the regulations limit the amount of buildings at that height to <br /> 60%. The Eclipse site is proposed at 65 fee plus 10 feet for sloped roofs. In the EIS and the <br /> EIS addendum, there is extensive analysis of the potential view impacts from the surrounding <br /> neighborhoods. <br /> 7:59:08 PM <br /> Commissioner Trautman asked Mark Wolken, consultant for the applicant, if Figure Al-10 in the <br /> Addendum represented the 100 foot height limit on 100% of the site. Mark Wolken responded <br /> that the elevation was shown at 100% because the design and placement of the buildings was <br /> conceptual, so they were showing the worst case scenario. Commissioner Trautman asked if <br /> they could make references on the illustration indicating the boundaries of the 100 foot height <br /> limits. Mr. Wolken referred Commissioner Trautman to the forward portion of the picture and <br /> stated that there is a second pole on the right hand side and if you took that pole and lined it up <br /> that would come right down through the far southern edge of the 100 foot zone. <br /> 8:01:51 PM <br /> Commissioner Trautman asked how 60% of that zone would be determined. Mr. Wolken <br /> responded that the 60%would be determined from the building footprint. <br /> Citizen Comments <br /> Alex Alexander, 3914 52nd Street SE, Ebey Island, stated that the River is an asset but it is also <br /> dangerous. He stated that the River has mandates to move water that are so great and so <br /> powerful that it could undo anything constructed on the site. The River at the southern edge is <br />
