ADMINISTRATION PLAN 4 <br /> The state NSP plan allows flexibility for the local jurisdictions to partner with their local affordable housing <br /> organizations and other NSP recipients to administer the funds and implement the activities. Each subrecipient <br /> jurisdiction must demonstrate its capacity to manage its local NSP plan and submit an administration plan. <br /> > Respond to the questions below and submit this page as part of the local NSP plan. <br /> 4--i„..„.•c r ➢ Attach available policy and procedure documents as requested on the following page. <br /> How will you administer state NSP funds? <br /> ❑ Directly administer all funds <br /> X Sub-grant all funds to local subrecipients <br /> ❑ Combination of direct administration and sub-granting to local subrecipients <br /> ❑ Combine administration of NSP assisted activities with another jurisdiction receiving NSP funds <br /> If funds are sub-granted: <br /> • How will you provide oversight of the sub-grantee and ensure compliance with federal and state <br /> requirements including environmental review, acquisition and relocation, labor standards, and financial <br /> management? <br /> The City of Everett will review and approve the detailed implementation plan to be submitted by the subgrantee,the <br /> Everett Housing Authority, prior to expenditure of any funds. The City will review subgrantee's quarterly progress <br /> report which will be required to address issues related to federal requirements. <br /> • Describe the monitoring plan to ensure accurate and timely quarterly reporting to the state on sub-grantee <br /> activities: <br /> The City of Everett's contract with the subgrantee, the Everett Housing Authority, will require the submission of the <br /> quarterly report in a timely manner. Release of funds will not be permitted if the report is delinquent. <br /> • How will you track the progress of NSP-assisted activities to ensure timely obligation and expenditure of <br /> funds? <br /> Again, the quarterly report will address the status of each project, including updated schedules for the obligation of <br /> program funds. Remedial action will be taken if the obligation timelines are threatened. <br /> • How will you receive and redistribute program income received prior to July 30, 2013, to NSP activities? <br /> Program income must be held, tracked, and redistributed by the subrecipient jurisdiction. <br /> It is not anticipated that any program income will be generated prior to July 30, 2012, as the result of the Purchase <br /> Assistance Program, but some may be generated if there is an unanticipated early resale of the property. It is <br /> anticipated that both the Home Purchase and Resale Program and the Land Purchase Program will generate <br /> program income prior to July 30, 2013,as property is resold to eligible families. In both cases, the programs <br /> anticipate that the income will immediately be re-allocated to the property in the form of Purchase Assistance by the <br /> eligible family, as permitted by NSP regulations. <br /> • Homeownership activities: Who will provide the required 8 hours of homebuyer counseling from a HUD- <br /> approved housing counseling agency, how will this be paid, and how will homebuyers be referred to the <br /> provider? <br /> All families purchasing homes or lots pursuant to this NSP effort will undergo significantly additional counseling <br /> than the minimum 8 hours required in the guidelines. The subgrantee, Everett Housing Authority, will assure than <br /> homeownership preparation counseling is provided by one of the experienced counseling agencies in the <br /> community: Habitat for Humanity,Washington Home of Your Own, Housing Hope, Parkview Services, Home for <br /> Good, or HomeSight. Each of these agencies provides the counseling at no cost to the eligible family. Families are <br /> 8 2J <br />
