Subcontract <br /> STATEMENT OF WORK <br /> PRND Pilot Project <br /> December 2009 <br /> Background <br /> The Department Homeland Security Domestic Nuclear Detection Office has initiated a <br /> West Coast Maritime Preventive Rad/Nuc Detection(PRND)Pilot Project in the Puget <br /> Sound area. The goal of the Pilot is the establishment of an efficient, risk informed <br /> regional PRND program focused on small maritime vessel threats (less than 300 gross <br /> tons). The Pilot objectives are fourfold: 1) deploy initial operational detection and <br /> reporting capability for maritime applications, 2)implement maritime CONOPS, 3) <br /> provide training on equipment use, CONOPS, and protocols, and 4) enhance maritime <br /> domain awareness. The Pilot is a multiyear effort with the Puget Sound region finishing <br /> the end of FY 2010. <br /> PNNL serves as the Pilot Project on-site manager and primary point of contact for all <br /> Pilot related activities in the Puget Sound Area. PNNL coordinates the Pilot Project <br /> through the Puget Sound Area Maritime Security Committee and is the lead for the Puget <br /> Sound Small Vessel PRND Pilot Ad hoc workgroup. A key requirement for the Pilot <br /> Project is Agency participation in training, drills, and exercises. PNNL coordinates the <br /> training for all Agencies on the human portable rad/nuc detection equipment provided by <br /> DNDO. . <br /> Objectives <br /> Support PNNL's training, drill, and exercise responsibilities and operational assessments <br /> for the Pilot Project which include: <br /> • Support approved regional human portable rad/nuc detection equipment training <br /> for operational personnel <br /> • Support planned on the water drills as part of operational training for agency <br /> personnel <br /> • Support Exercise planning and evaluation process through the full scale exercise <br /> in SEP 2009. <br /> • Support operational assessments with Agency vessel and personnel for maritime <br /> small vessel rad/nuc detection capability. <br /> Statement of Work <br /> Technical.Description <br /> The services being sought are: <br /> • Provide operational personnel for certified human portable rad/nuc detection <br /> equipment training coordinated by PNNL at regional facilities. <br /> J <br /> � '� 1 <br />
