IC
l FRET PLg Y
 LIRA
Long-term Inactive Library Account Purge
Policy
Everett Public Library(EPL)will conduct regular purges of expired/inactive patron accounts that have
remained in our database due to unpaid account charges. The majority of account charges are due to
one or more of the following:
- Lost item replacement costs
- Overdue item fines
- Damaged item fines
- Collection agency fees
Account charges restrict patrons from checking out library materials until their charges are resolved.
Background
Historically, EPL has maintained inactive accounts with charges totaling greater than $25 indefinitely.
Patron accounts with charges totaling less than $25 are deleted after three years of inactivity.
An inactive patron account is defined as a library card that has not been used to check items out, renew
items, access subscription databases,or complete a variety of online account activity in a given time
frame.
When charges are greater than $25 the account is sent to Unique Management Services, Inc.for
collection. Prior to June 2016,the charge remained on the patron's credit report for seven years, at
which point it was removed by the credit bureaus.
Changes to national credit reporting standards that took effect in June 2016, no longer allow us to credit
report delinquent patrons for non-payment.
Procedure
On a rolling basis, EPL will waive charges and delete patron accounts matching the following criteria
- Last activity date on patron account is 10 years in past or greater
- Account charges are greater than $25 and less than $1,000
EPL will retain patron accounts matching the following criteria:
- Account charges are greater than $1,000
6/30/2016 dbrend@everettwa.gov
