ja
CLIMATE PLANNING - PROJECT MANAGEMENT v
In addition to providing base levels of technical assistance to all of its local government members for
over 14 years, ICLEI has also provided enhanced technical assistance toward the completion of
inventories and action plans for a significant number of local governments in the style of this proposed
project.
In Alameda County, California, ICLEI worked with 11 municipal governments as well as the County
government to develop greenhouse gas emissions inventories for each participant, as well as a local
climate action plan template. ICLEI worked with each municipality to identify emissions reduction
strategies that were appropriate for the region and facilitated three regional workshops to enhance the
regional focus of the initiative. In addition, ICLEI assisted in the development of outreach and public
relations materials to increase community awareness of the climate protection initiatives.
ICLEI is currently engaged in several similar projects, providing enhanced technical services for
Phoenix, AZ; Menlo Park, CA; Haverford, PA; and Bellevue, WA. In each of these cases ICLEI staff is
working closely with local staff to develop an inventory of greenhouse gas emissions that meets the
needs of the local government.
ICLEI has also partnered with its Canadian office to provide enhanced support to assist several North
Carolina local governments (including Carrboro, Durham, and Orange County) in the development of
greenhouse gas emissions inventories. ICLEI staff have also worked closely with representatives from
each of these local governments to conduct multi-stakeholder meetings and initiate the development of
local climate action plans.
PROJECT MANAGEMENT— KEY STAFF
Kim Lundgren - U.S. Services Director- Boston, MA
As the U.S. Services Director for ICLEI USA, Kim Lundgren oversees all of the membership services
and the regional offices. In this capacity, Kim establishes service standards and protocols, creates new
membership engagement opportunities, and facilitates the growth of ICLEI's Regional Office Model.
Kim joined ICLEI in 2005, as the Northeast and Mid-Atlantic Regional Director, to open ICLEI's first
regional office in Boston, MA. During that time, she grew the office to its current five full time staff and
supported a doubling of the membership in the region. Before joining ICLEI, she was the Director of the
City of Medford's Energy & Environment Department where she was responsible for all energy
efficiency and environmental initiatives in the City, including the development and implementation of the
City's Climate Action Plan. Through this plan the City reduced emissions of greenhouse gases and
criteria air pollutants through various measures related to buildings, transportation, lighting, clean
energy installation, and education.
Amy Shatzkin, Pacific Northwest Regional Program Officer
Project management and implementation will be performed by Amy Shatzkin, ICLEI U.S.A. Pacific
Northwest Regional Program Manager, who has led the PNW RCC since its inception. Ms. Shatzkin
has been ICLEI's lead in the Northwest and most recently managed a coordinated project assisting nine
local governments in Washington complete GHG inventories and local climate action plans. Ms.
Shatzkin will oversee the day to day work of Justus Stewart, the Project Associate who will be
responsible for the majority of the data collection and analysis.
Jonathan Strunin, California Program Officer
Jonathan Strunin joined ICLEI in May 2008 as a Program Officer, working as part of the California
team. At ICLEI he provides support to members in the San Francisco Bay Area region and beyond to
help quantify greenhouse gas emissions and meet reduction targets. He is also focused on building the
California member network, developing Climate Action Plans for local governments, and participating in
the State's actions in meeting the greenhouse gas reduction targets outlined in the California Global
Warming Solutions Act (AB 32, adopted 2006).
8
