Centered <br /> primarily,but not exclusively on the Everett and Snohomish County portions of the region, this <br /> position shall provide intelligence analysis support focused on detecting and preventing terrorism and <br /> related major crime,such as importing illegal weapons, organized crime and criminal gangs,as well as <br /> protecting critical infrastructure.Where prevention efforts are unsuccessful,this position will provide <br /> the information and analytical support to more effectively respond to terrorism and major crime and <br /> disasters,whether man-made or natural. <br /> This position shall: <br /> ❖ Conduct all source collection and research,analyze,evaluate and integrate data from multiple <br /> sources,identify intelligence gaps,and specify collection requirements,to produce assessments and <br /> recommendations. <br /> ❖ Prepare analyses,assessments,or other products by applying expert judgment and specialized <br /> experience in interpreting information and making decisions. <br /> ❖ Prepare and present briefings on projects,studies and analyses to mid/high level managers. <br /> ❖ Discerns patterns of complex behavior;provides accurate understanding of present and future <br /> threats. <br /> ❖ Provide analysis to independently handle complex issues and to guide decision makers. <br /> ❖ Provide critical front-line intelligence support to investigative and operational personnel. <br /> Examples of Duties ». <br /> • Conduct analytical research to meet identified needs of Police and other City departments and City <br /> leaders. <br /> • Summarize reports and extract essential information received on an"all-source"basis. <br /> •�' Analyze intelligence information and other resources related to terrorist or organized crime groups. <br /> ❖ Develop threat-based analysis of criminal and terrorist capabilities. <br /> ❖ Prepare threat assessments on upcoming major events. <br /> ❖ Develop contacts and positive working relationship within the law enforcement and homeland <br /> security communities,as well as with the general public and private sectors. <br /> • Identify information gaps. <br /> • Develop and deliver customer specific presentations. <br /> ARTICLE IV. TERM OF AGREEMENT <br /> The term of this Agreement shall commence upon the dateof execution by the Chief of Police,SPD, <br /> or designee,and expire on November 30,2009 or when contract funds are exhausted,whichever <br /> comes first. <br /> ARTICLE V. PAYMENT <br /> A. Compensation. Everett shall be reimbursed at a fixed price rate of up to$75,000.Total <br /> compensation under this Agreement shall not exceed Seventy Five Thousand Dollars ($75,000). <br /> B.
