s <br /> rs- <br /> 5.3.Police Department Operations <br /> 5.3.1. The City of Everett Police Department(EPD)shall process each potential violation in accordance <br /> with Washington State Laws and City Ordinances. Processing of a potential violation will normally occur <br /> within 3 business days of its appearance in the Police Review Queue,using Axsis to view images <br /> online and determine which violations will be issued as citations or Notices of Violation. The City and <br /> ATS shall mutually agree on rejection criteria. <br /> 5.3.2. EPD workstation computer monitors for violation review and approval should provide a resolution of <br /> 1280 x 1024. <br /> 5.3.3. For optimal data throughput, EPD workstations should be connected to a high-speed internet <br /> connection with bandwidth of T-1 or greater. <br /> 5.3.4. EPD shall provide signatures of all authorized police users who will review events and approve <br /> citations on forms provided by ATS. <br /> 5.4. Municipal Court Operations <br /> 5.4.1. MC shall provide a judge or hearing officer and Court facilities to schedule and hear disputed <br /> citations. <br /> 5.4.2. On a daily basis(or as otherwise agreed), MC shall enter into the ATS Axsis system the status of <br /> citations based on the latest disposition following a contested hearing, indicating cases closed,dismissed <br /> or otherwise or resolved. <br /> 5.4.3. MC shall provide the specific text required to be placed on citations and Notices of Violation to be <br /> issued by ATS within 30 calendar days of contract signature. The Washington Administrative Office of <br /> the Courts(AOC)must approve the citation text. MC shall make reasonable efforts to expedite the <br /> approval process but cannot guarantee that AOC will communicate approval within 30 days of contract <br /> signature. <br /> 5.4.4. City shall provide at least one City standard PC with secured access to the violation information <br /> website to be used by defendants to view their violations online. The PC will be purchased and owned by <br /> the City and will have standard City security/AV software installed. The location of the PC shall be <br /> determined by the City. <br /> 5.4.5 MC will handle inbound and outbound phone calls and correspondence from defendants who have <br /> questions about hearings and issues relating to in-court citation adjudication. <br /> 5.5.Information Technology Department Operations <br /> 5.5.1. In the event that remote access to the ATS Axsis?"' VPS System is blocked by City network <br /> security infrastructure,the Everett Information Technology Department shall coordinate with ATS to <br /> facilitate appropriate communications while maintaining required security measures. <br /> 5.6.Acceptance Upon Completion of Installation and Testing <br /> 5.6.1. Upon completion of all installation,ATS shall perform an end-to-end test for each of the contracted <br /> approaches. <br /> 5.6.2. Upon completion of installation and testing of all contracted approaches,ATS shall notify the City <br /> that the system is ready for acceptance. <br /> 5.6.3. City shall conduct an acceptance test in accordance with the RFP specifications. <br /> 5.6.4.Upon successful completion of the acceptance test,the City shall issue certificate of acceptance. <br /> 5.7. Payment Schedule <br /> 5.7.1. Upon certification of acceptance and consistent with Section 11 (Request for Payment),the City <br /> shall commence monthly payments. <br /> 6 <br /> 19 <br />
