Kenny, Marine Law Enforcement Specialist <br /> Boating Program <br /> SUBJ: Special Emphasis Grants FY 2010—Announcement of Awards <br /> Your agency submitted a grant application for special emphasis patrols to fund your agency's marine <br /> patrol work. The application has been by reviewed by a committee and is recommended for funding. <br /> Special emphasis grant funds are to patrol concentrated recreational boating activities that require an <br /> increased law enforcement presence for compliance with specific laws. The funds are for expanding law <br /> enforcement efforts by extending patrol times and/or increasing patrol vessels. The funds are not for use <br /> to supplant regular scheduled patrol activities already required by WAC 352-65 and funded with state <br /> vessel registration fees, local funds, or another federal source of funds. <br /> Patrols will target specific behavior to comply with the U. S. Coast Guard Strategic Plan of the National <br /> Recreation Boating Safety Program 2007-2011. (copy is enclosed) for the purpose of enforcing <br /> violations of boat operation under the influence, lifejacket wear and carriage on board,negligent <br /> operation, reckless operation, and operating rules in WAC 352-60, and mandatory boater education card <br /> requirements. <br /> Some agencies were not funded for all events and activities listed in their application and a review of the <br /> enclosed contract should be completed to determine if the agency will perform activities as described. <br /> Guidelines and forms for reporting and reimbursement are included. The grant period is from July 1, <br /> 2009—June 30, 2010.
