that the County requested be changed, and attendance at meetings with the County regarding the plans
and specifications.
The original cost estimate was developed with the assumption that the County would provide significant
latitude for the City to use the City's and/or ICF's preferred method to draft plans, write special
provisions, and use pay items that only affected the City's work. However, the County submitted
numerous comments on submittals for the City's site that needed to be responded to and revised for
future submittals. Many of the items commented on had no bearing on the outcome of work on the
County's site so ICF had not anticipated in the original SOW that those types of comments would be
generated. The special provisions documents provided to ICF by the County were also found to be
outdated on several occasions which required repeated efforts to revise.
Task 17 also includes the requested January 4, 2017 meeting with the County and the subsequently
requested 99%draft PS&E submittal to the County(including coordination with the County engineers
and revisiting changes made previously, and style adjustments requested by the County)that were not
part of the original SOW.The final item included in Task 17 is the additional level of effort that will be
required to coordinate and plot the final plan set on full sized sheets by a vendor, sign the sheets, and
package and FedEx deliver them to the County for inclusion in the bid package.
Deliverables:
• Digital files in PDF format of the 99%draft plans, recommended edits to the special provisions
included in the County's standard comment form, and edits to the cost estimate spreadsheet
provided by the County will be delivered to the City of Everett on January 13, 2017.
• Final plans plotted on 24"x 36" paper sheets, stamped and wet signed by a Professional
Engineer licensed in the State of Washington will be delivered to the City of Everett on February
6, 2017.
New Task 18:Construction Year 2017 Interior Work Construction Support
ICF will provide construction support services to EPWD on an as requested basis. ICF will have the
engineer of record for the project,as well as other key staff that participated in project design and
permitting, available to assist EPWD throughout construction of the project during the 2017 calendar
year. EPWD will identify when assistance would be useful and ICF will provide the requested assistance
within a reasonable timeframe of notification. ICF will provide assistance up to the available funding for
this task(30 labor hours for the lead engineer). Potential types of assistance provided include but are
not limited to: attendance at preconstruction meeting, review Contractor submittals, observation of
initial work for various work items, evaluation of unanticipated site conditions, assessment of the
Contractor's compliance with permit requirements, and review of finished work to determine if it
adequately meets the work as shown on the plans.
Deliverables:
