EXHIBIT "A" <br /> SCOPE OF WORK <br /> City of Everett Stormwater Permit Compliance Support <br /> Background <br /> Stormwater discharges from the City of Everett's municipal separate storm sewer <br /> system (MS4) are covered by the Western Washington Phase II Municipal Stormwater <br /> Permit (Permit). The Permit requires that the City comply with Total Maximum Daily <br /> Loads (TMDL) plans that were established before the current Permit was issued. The <br /> Washington State Department of Ecology (Ecology) plans to issue the next Permit in <br /> 2018. <br /> Ecology must develop TMDLs (or equivalent clean-up plans) for water bodies that are <br /> polluted or impaired (i.e., do not meet water quality standards) due to excess pollutant <br /> loads. Ecology regularly performs a Water Quality Assessment to identify polluted or <br /> impaired water bodies that will require TMDLs. The resulting list of impaired or polluted <br /> waters is called the 303(d) list. <br /> The number of water bodies on the 303(d) list could increase in the future due to <br /> changes in Ecology's assessment procedures (e.g., listing water bodies based on their <br /> benthic index of biotic integrity (B-IBI) scores or narrative (vs. numeric) criteria) and <br /> changes in state and tribal water quality criteria. For example, in December 2016, the <br /> human health criterion for total PCBs dropped from 170 pg/L to 7 pg/L. Many water <br /> bodies are likely to exceed the new criterion. <br /> The City would like to evaluate potential requirements related to impaired/polluted <br /> waters and TMDLs and develop a strategy for addressing them. The City asked Brown <br /> and Caldwell (BC) to prepare a Scope of Work (SOW) to assist in this effort. The SOW <br /> consists of the tasks described below. <br /> Scope of Work <br /> Task 1 Evaluate existing information <br /> BC will participate in a kick-off meeting with key City staff to discuss the project <br /> objectives, scope, schedule, and communication protocols. We will also discuss the <br /> City's current programs and activities relevant to TMDL compliance, potential <br /> stakeholders/interested parties, and the City's overall vision for environmental <br /> compliance. BC will prepare a brief email summarizing the kickoff meeting. <br /> 2/22/2017 1 <br />
