BC will compile and review the following information relevant to TMDLs in the City: <br /> • Existing TMDL reports and implementation plans for water bodies in the City <br /> • The 2016 state Water Quality Assessment <br /> • Ecology documents related to potential changes in their Water Quality <br /> Assessment procedures (e.g., Water Quality Policy 1-11) <br /> • Recent and anticipated changes in state Water Quality Standards <br /> • Existing and planned City projects and programs that could affect water body <br /> listings or TMDLs <br /> • Potential stakeholders <br /> BC will also perform an initial review of the City's past and current water quality <br /> monitoring activities to assess potential implications with regard to WQA and TMDLs. <br /> Based on the review, BC will identify potential TMDL issues and stakeholders. BC will <br /> meet with the City to discuss the results of this task. <br /> Deliverables <br /> • E-mail summary of kick-off meeting <br /> • Powerpoint presentation for review meeting with City <br /> • Summary of findings of existing situation <br /> Assumptions for Cost Estimate <br /> • Two BC staff will participate in a one-hour kick-off meeting and a two-hour review <br /> meeting at the City's offices. <br /> • The City will compile existing plans and other relevant information as available. <br /> Task 2 Evaluate potential strategies <br /> BC will outline potential strategies for addressing the issues identified in Task 1. <br /> Potential strategies could include proactive approaches (e.g. source control approach <br /> similar to chemical action plans; straight-to-implementation approach similar to Spokane <br /> Task Force) as well as reactive approaches (e.g., comply with TMDL requirements once <br /> they become Permit conditions). We may also identify potential opportunities for <br /> collaboration with other agencies and interested parties. <br /> BC will participate in a conference call with City staff to discuss preliminary ideas. We <br /> will then prepare a brief memorandum describing potential strategies, their conceptual <br /> benefits, and associated costs to implement. The costs will be order of magnitude level <br /> estimates. <br /> BC will meet with the City to discuss the draft memorandum. We will revise the <br /> memorandum based on City comments. <br /> 2/22/2017 2 <br />
