To whom it may concern,
Thirty years ago we bought an almost 70 year old run down salt box on Bell Ave. It had popcorn ceilings,
decaying siding,a bad roof,an old converted saw dust furnace, outdated wiring and plumbing and the
backyard was a blackberry infested ravine.
As a carpenter and a construction Supt,I used the skills of myself and those of my subcontractors to
modernize our home.We replaced the rotting siding, tore the plaster off the walls and rewired and
insulated. We replaced the windows with Insulated wood casement windows. The ceilings were covered
with clear cedar t&g,replaced all doors and replaced painted woodwork with 7ak trim The kitchen was
then remodeled with new plumbing and modern appliances. We preleveled tile Us ' ent floor with
2000 psi Gyperete,added a wine cellar,Installed a modern gas furnace,water heater and built a
bedroom playroom for my two boys.
We then built a detached two car garage with a daylight basement shop. My landscaper terraced the
gully with railroad ties, and a deck was added with a fire pit.The walk ways were done with pavers and I
added-a brick entry to give the house a 5F town house look.
Twenty five years later with my children grown and mywife deceased,I decided to downsize.I
remodeled the basement into a studio for me and my granddaughter and her family moved into the
main house.
I have been told that I must strip the basement down to the bare frame, submit a plan,a get a
demolition permit.I truthfully did not know one had to get a permit to do home upgrades, remodel and
finish unfinished spaced. The home improvement industry is huge and I have never seen a sign In Lowes
or Home Depot that says"Do You Have A Building Permit. [[
All of the work on my home was done by licensed tradesmen, and major addition(2U0 amp service, E.
garage foundation)were permitted and Inspected.
1 am retired and living on a fixed Income(social security)and cannot afford to start over. What are my
options?
Patrick Garrity
3405 Bell Ave Everett,Wa 98201
425-299-2448
garrritypatl@gmail.com
