I <br /> 4) Existing utilities are to be reused. Water service to be upgraded to a metered service prior to <br /> issuance of a certificate of occupancy. <br /> 5) Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any clearing or earthwork. <br /> 6) The construction plans must be designed from a site survey performed by a licensed State of <br /> Washington land surveyor for any major re-designs. <br /> 7) If the downspouts of the existing single family residence are directly comiected to the <br /> structure's side sewer,they shall be disconnected and discharged to splash blocks. <br /> 8) Landscaping shall be required to be upgraded to meet Category B standards and shall be <br /> irrigated per EMC 19.35.100.A maintenance assurance device for the landscaping shall be <br /> required per EMC 19.35.130.13. All landscaping is required to be maintained in a healthy <br /> growing condition; free of weeds and trash. The maintenance assurance device document is <br /> available upon request from the Planning Department. <br /> 9) At a minimum, 2 additional parking spaces are required for the artist studio. The parking spaces <br /> may be provided on the adjacent property at 3015 Everett Ave. A covenant will be required per <br /> EMC 19.34.060.D stating that the 2 spaces are devoted to the artist studio. The owner(s) shall <br /> record this covenant with the Snohomish County Auditor's office to run with the land for both <br /> properties. The parking covenant document is available upon request from the Planning <br /> Department and shall be reviewed by City staff prior to recording. The covenant must be <br /> recorded and a copy returned to the Planning Department prior to permit issuance. <br /> 10)Per the Traffic Impact Analysis submitted to the City on 11/23/2015 by Gibson Traffic <br /> Consultants, this project shall not increase the number of PM peak trip generations. Therefore, <br /> no traffic mitigation fees shall be due for this project. <br /> 11)No on-street loading or unloading is permitted at this location.
