w <br /> 4) Existing utilities are to be reused. Water service to be upgraded to a metered service prior to <br /> issuance of a certificate of occupancy. <br /> 5) Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any clearing or earthwork. <br /> 6) The construction plans must be designed from a site survey performed by a licensed State of <br /> Washington land surveyor for any major re-designs. <br /> 7) Landscaping shall be required to be upgraded to meet Category B standards and shall be <br /> irrigated per EMC 19.35.100. A maintenance assurance device for the landscaping shall be <br /> required per EMC 19.35.13OR All landscaping is required to be maintained in a healthy <br /> growing condition; free of weeds and trash. <br /> 8) To the maximum extent feasible,the additional five feet of landscaping along the eastern <br /> property line shall be designated to function as a bioretention system for stormwater runoff that <br /> sheet flows across the site's pavement.There is an existing concrete channel along the eastern <br /> property line that drains to a catch basin at the southeast corner of the property. This channel <br /> and catch basin can serve as the overflow point for the bioretention system. A shallow asphalt <br /> berm shall also be installed at an angle, across the eastern driveway, in order to intercept <br /> stormwater runoff flowing towards the driveway and direct it to the bioretention system. <br /> 9) New trees on Everett Ave should not block views of the bus shelter. <br /> 10)Any broken or damaged sidewalk shall be repaired/replaced per the direction of the City Public <br /> Works Inspector and shall be replaced per current City of Everett Design and Construction <br /> Standards and Specifications for Development. <br /> 11)At a minimum, 4 parking spaces will be required for the marijuana retail store. In addition,the <br /> espresso stand will be required to provide 1 parking space plus 1 space per employee. Show all <br /> proposed and existing parking spaces on the site plan. <br /> 12)All parking on-site shall comply with City of Everett standards(minimum parking stall width <br /> shall be 8.5' for all stalls and van-accessible parking shall have the access aisle adjacent to the <br /> passenger side). Please note that"right in/right out only"turn restrictions along Everett Ave are <br /> possible in the future. <br /> 13)Marijuana retailers must comply with the requirements set forth in Ordinance 3443-15. <br /> 14)The property adjacent to the subject property at 3007 Everett Avenue is currently a single family <br /> residence. In order for the subject location to operate as a marijuana retailer, 3007 Everett <br /> Avenue must be converted to a non-residential use.A decision has been issued for 3007 Everett <br /> Ave to be converted to an Artist Studio—Project File No. REV 115-005. All conditions and <br /> permit requirements must be met and it must be fully converted to an Artist Studio prior to any <br /> marijuana retail business operations. This is a requirement of Ordinance 3443-15. <br /> 15)Customer parking for marijuana retailers must be on the public street side of the structure in <br /> which the marijuana retailer is located and may not be off the alley.
