WHEREAS,the "equity"principle as adopted by the Regional Transit Authority Board <br /> of Directors underscores the need to develop a regional transit program which results in <br /> investments in subregions in approximate value to the amount of revenue raised in <br /> subregions; and <br /> WHEREAS,the Everett City Council believes that the"equity"principle should also <br /> guide the investments within the Snohomish County Subregion which includes equity for <br /> the City of Everett as well as the other cities and unincorporated areas within the <br /> Snohomish County Subregion; and <br /> WHEREAS,the City of Everett is an undisputed leader in generating employment for <br /> the region, with nearly a 1:1 ratio between jobs(75,000) and population(80,000); and <br /> WHEREAS, the City of Everett is the home of the largest single employer in <br /> Snohomish County,the Boeing Commercial Airplane Company; and <br /> WHEREAS,the Boeing Commercial Airplane Company's Everett Plant is also the <br /> largest employer of Skagit County residents; and <br /> WHEREAS,the Boeing Commercial Airplane Company's Everett Plant is a major <br /> employer of King County residents; and <br /> WHEREAS,by virtue of its standing, both in Snohomish County and the Puget Sound <br /> region, the City of Everett is recognized as a"metropolitan center," and <br /> WHEREAS,the City of Everett's designation as a metropolitan and job center is rightly <br /> and consistently underscored in documents that set forth land use, transportation and <br /> growth plans for the region, such as the State Growth Management Act, Vision 2020, and <br /> the City's Comprehensive Plan; and <br /> WHEREAS,being a metropolitan and job center will result in a higher level of regional <br /> trips (as a percentage of all trips) on the City's transportation system; and <br /> WHEREAS, given the City's geographic location in the Regional Transit Authority <br /> 0 District, it will likely serve as a major transfer location for people residing outside the <br /> District to utilize Regional Transit Authority sponsored services and facilities; and <br /> WHEREAS,the City serves as a major destination point for employment, entertainment, <br /> culture, and financial activities for citizens living outside the RTA boundaries including <br /> areas to the east and north as far as Skagit County; and <br /> WHEREAS,the Regional Transit Authority investments in the City thus need to help <br /> accommodate regional trips into and out of the City; and <br /> 3 <br />
