WHEREAS,the Regional Transit Authority's "Hypothetical Example" for the <br /> Snohomish Subregion contains a mix of investments designed to stimulate discussion <br /> regarding its appropriateness as a balanced, comprehensive and equitable regional transit <br /> investment program; and <br /> WHEREAS,the City of Everett has been participating in the process to help develop a <br /> regional transit plan; and <br /> WHEREAS, part of the process has included extensive policy analysis, technical <br /> analysis, and community input through public forums, surveys, and Everett City Council <br /> public hearings; and <br /> WHEREAS, City of Everett staff has identified potentially fundable regional transit <br /> improvements in the context of the Regional Transit Authority's "Hypothetical <br /> Example;"and <br /> WHEREAS,the Regional Transit Authority's "Hypothetical Example" includes $180 <br /> million for commuter rail capital improvements and service between Everett and Seattle <br /> and requires the Snohomish Subregion to assume responsibility for the entire $180 <br /> million north corridor commuter rail program; and <br /> WHEREAS,the entire Snohomish Subregion has also been identified as paying the full <br /> cost of north corridor commuter rail improvements in King County (north of the King St <br /> Station); thereby violating the recently adopted"equity principle"of the Regional Transit <br /> Authority's Board of Directors; and <br /> WHEREAS,the Everett City Council believes the current commuter rail component in <br /> the north corridor is not cost effective for the Regional Transit Authority to fund by itself <br /> based on its capital cost, operating/maintenance cost, and projected ridership; and <br /> WHEREAS,there are multiple beneficiaries of commuter rail infrastructure <br /> improvements on the Burlington Northern/Santa Fe rail line and these beneficiaries <br /> should financially contribute to the commuter rail line infrastructure improvements; and <br /> WHEREAS,the current regional trunk bus route identified for service between Everett <br /> and Seattle does not adequately address the bus mobility requirements of Everett <br /> Citizens, employees and visitors in the most service effective and cost efficient manner <br /> possible; and <br /> WHEREAS,no other investments are identified for the City of Everett in the <br /> "Hypothetical Example;" and <br /> WHEREAS,the current investments in the "Hypothetical Example" do not provide a <br /> balanced, comprehensive, cost effective and equitable investment for the City of Everett; <br /> 4 <br />
