movements along Pacific Avenue and/or Regional Transit Authority sponsored
bus service would not be impacted by increased freight train or new passenger
train movements. Funding represents the anticipated full cost of the project.
g) Funding for the South Everett Transportation Center would allow two potential
RTA sponsored bus routes to connect with several Everett Transit and
Community Transit local bus routes, as well as connecting with a major retail area
and interurban trail. Development components include design and construction of
a bus facility, customer amenities and linkages to the retail area and interurban
trail. Funding represents the anticipated full cost of the project.
h) Funding for RTA sponsored bus service would build upon the existing bus
network and take advantage of current and anticipated HOV roadway
improvements, thereby providing limited stop, express oriented services into and
out of the City. Areas to be serviced include the Evergreen Way/SR 99 corridor;
the Broadway/I-5 corridor; and the I-5/SR 527 Corridor. Additional service
characteristics should be developed to maximize the service effectiveness of the
service while maximizing its cost efficiency. The funding contribution represents
a contribution which should be used to develop the phasing of service
implementation and the purchase of the requisite buses.
I) Funding for the expansion of Everett Transit's Bus Base would allow for the
storage of part of the bus fleet utilized to provide RTA sponsored bus service. It
is anticipated that Everett Transit would be one of the providers of RTA
sponsored bus service and be required to maintain and store the fleet. Funding for
this project represents the anticipated marginal cost of providing capacity for the
RTA related fleet. This includes a pro-rated share of the planning, design, right of
way and construction cost of developing new capacity.
j) Funding for the Landfill Park and Ride lot would allow for the provision of
supplemental parking to the Multi-Modal Center. RTA sponsored bus service (1-5
based route)would be able to service this lot and utilize a new connection in the
vicinity of 41st St to access Interstate 5. Funding represents the anticipated full
cost of the project.
k) Funding for the development of the North Everett Transportation Center would
allow for one potential RTA sponsored bus route to connect with several Everett
Transit local routes and provide a direct connection to a major educational
institution in Snohomish County. This center would primarily serve public
transit. Funding represents the anticipated full cost of designing and constructing
the center.
1) Funding for Commuter Rail Capital Improvements has a low priority based on a
belief that the proposed current capital cost to implement commuter rail service in
the north corridor between Everett and Seattle is overstated and unequitably
7
