As the Interstate HOV lane system is extended into the City of <br /> Everett, the Everett City Council is willing to allow a portion of Everett's Regional <br /> Transit Authority dollars to be allowed to construct Direct HOV access ramps. <br /> 8)That the Regional Transit Authority contributions for each investment is based on the <br /> following: <br /> a) Funding of Regional Transit Authority Administrative functions approximates <br /> 3 percent of the estimated local revenue raised within the City of Everett. In <br /> addition to financing the administrative implementation and management of the <br /> Regional Transit Authority's revised phase one plan, these funds would also help <br /> to fund implementation of a seamless regional fare integration program; <br /> b)Funding of the Everett Multi-Modal Transportation Center includes the <br /> estimated marginal cost of implementing commuter rail service and includes right <br /> of way acquisition and parking development for approximately 600 park and <br /> ride stalls, a second rail platform, station area track modifications and <br /> miscellaneous station area improvements; <br /> c) Funding of the I-5 HOV Lane to extend the two inside HOV lanes from SR 526 <br /> to 41st St reflects the construction of new lanes and the construction of the <br /> northbound HOV direct egress ramp. The City Council believes that the Interstate <br /> HOV system is the responsibility of the State of Washington to develop and <br /> manage. This funding is viewed as a loan to the Washington State Department of <br /> Transportation and the City anticipates that the funds will be repaid to the <br /> Regional Transit Authority (and be re-allocated back to the City of Everett) <br /> subject to legislative approval to make funding available. Funding represents the <br /> anticipated full cost of the project. <br /> d) Funding of the HOV Direct Access ramp to southbound I-5 complements the <br /> extension of the I-5 HOV lanes to 41st St and reflects and supports the <br /> Washington State Transportation Commission policy that HOV direct access <br /> to the interstate HOV lanes is a local government responsibility just as the <br /> Interstate HOV system is a state responsibility. Funding represents the <br /> anticipated full cost of the project. <br /> e) Funding of the HOV Direct Access ramps at 112th St complements the <br /> extension of the I-5 HOV lanes from 164th St to SR 526 likely to be fully funded <br /> by the Washington State Legislature in 1996 and 1997. This represents the <br /> anticipated full cost of the project. <br /> f) Funding of the Pacific Avenue Overcrossing would result in the grade <br /> separation of Pacific Avenue from the Burlington Northern/Santa Fe railroad track <br /> (and any new tracks laid in the future). This will allow for improved regional and <br /> local vehicular mobility. Potential commuter rail service would not impede traffic <br /> 6 <br />
