• i <br /> A li <br /> RESOLUTION NO. 4189 <br /> A RESOLUTION relating to public records and videotapes of City <br /> Council meetings. <br /> WHEREAS, the Everett City Council has decided to videotape City Council meetings for <br /> later broadcasting on the City's cable television government access channel; and <br /> WHEREAS, the videotaping, for later broadcasting, of City Council meetings is being <br /> done on a six month trial basis; and <br /> WHEREAS, the purpose for this trial basis videotaping of City Council meetings is to <br /> provide more information to the public, and to expose more citizens to the workings of <br /> City government; and <br /> WHEREAS, the purpose for this trial basis videotaping of City Council meetings is not to <br /> create an additional record of the proceedings of the City Council; and <br /> WHEREAS, the videotapes of City Council meetings are not intended to be a complete <br /> record of the proceedings of the City Council; and <br /> WHEREAS, videotape is not considered to be a stable medium for retaining records by <br /> the Office of the State Archivist; and <br /> WHEREAS, the videotape of City Council meetings is useful for providing an additional <br /> resource for the preparation of the official record of the proceedings of City Council, but <br /> is unnecessary after City Council has approved the minutes as the official record of the <br /> proceedings for the previous meeting; and <br /> WHEREAS, due to the likelihood of technical difficulties arising during videotaping and <br /> the unstable nature of the videotapes for archiving purposes, retention of the videotapes of <br /> City Council meetings is undesirable and inappropriate; and <br /> WHEREAS, retaining videotapes, available as public records, will result in additional <br /> capital expenditures for video copying equipment and additional costs for labor involved in <br /> providing copies of said videotapes; and <br /> WHEREAS, such additional capital expenditures and additional labor costs was not <br /> intended by City Council when videotaping of City Council meetings on a trial basis was <br /> authorized; <br /> WHEREAS, section 3.2 of the Everett City Charter requires that a "journal of all <br /> proceedings shall be kept, which shall be a public record;" and <br />
