30. The Applicant is under a responsibility to comply with the MDNS. Further, the <br /> Applicant is under contract with the State of Washington and the JRA. Both of <br /> these requirements carry a responsibility for discipline and control over residents <br /> of the facility. With the enforcement of the MDNS conditions and adherence to <br /> the requirements of the State of Washington, the compatibility of the <br /> neighborhood, especially for public safety, will exist with the proposed project. <br /> VII. <br /> FINDINGS RELATING TO THE NUMBER, SIZE, AND LOCATION <br /> OF SIGNS, ESPECIALLY AS THEY RELATE TO MORE SENSITIVE LAND USES <br /> 31. The City of Everett does not have sign categories or restrictions for correctional <br /> facilities in a C-2 zone. <br /> 32. The Applicant indicated that a single identification sign and street address, <br /> which satisfies local Fire Department regulations, will be installed on-site. The <br /> sign to be located at the entrance of the visitors parking lot will be in conformity <br /> with the land use restrictions for signs in C-2 zones. <br /> VIII. <br /> FINDINGS RELATING TO LANDSCAPING, BUFFERING, AND <br /> SCREENING OF BUILDINGS, PARKING, LOADING AND STORAGE AREAS, <br /> ESPECIALLY AS THEY RELATE TO MORE SENSITIVE LAND USES <br /> 33. There are no C-2 zone minimum landscape standards for facilities similar to that <br /> as proposed. The Planning Department is given discretion as to what type of <br /> landscaping is required. <br /> 34. Most uses that are developed in a C-2 zone must comply with the Landscape <br /> Category B restrictions as set forth in the Everett Zoning Code. This requires a <br /> minimum of a ten foot setback or a distance between the lot line and the <br /> building, whichever is less along the street frontage and a five foot setback or <br /> distance between the building and the interior lot line, whichever is less. <br /> The proposed project will have a ten foot landscape setback along Smith <br /> Avenue; a five foot landscape setback area along the south property line; and a <br /> two foot perimeter landscape around the building. In addition, there will be <br /> interior landscaping in the off-street parking areas. The landscaping will be <br /> consistent with the requirements of the City of Everett. <br /> 11 <br />
