Ix. <br /> FINDINGS RELATING TO THE GENERATION OF NUISANCE IRRITANTS <br /> 35. The project will have the usual nuisance irritants during construction, including <br /> smoke and dust from construction equipment. These irritants will be temporary, <br /> and there will be no noise, smoke, dust, odor, glare, visual blight, or other <br /> undesirable impacts after construction activity. <br /> 36. The construction activity will be consistent with and satisfy the Washington State <br /> Clean Air Act, as well as City noise ordinances and regulations. <br /> X. <br /> FINDINGS RELATING TO THE CONSISTENCY WITH THE GOALS AND POLICIES <br /> OF THE EVERETT GENERAL PLAN AND THE LAND USE <br /> DESIGNATION <br /> 37. The Everett General Plan is silent with regard to goals or policies for social <br /> services as proposed by the Applicant. It has, however, been decided that the <br /> facility is not a group home or a correction facility (see Hearing Examiner <br /> recommendation of October 21, 1993.) The facility is a permitted use with a <br /> Special Property Use Permit in the C-2 zone. <br /> 38. The City has conducted various economic and redevelopment studies, including <br /> the 1984 Thorsen Peterson Study; the 1987 Everett Central City Development <br /> Plan; the Everett 2000 Study; and the 1987 Pedestrian and Bicycle Access Plan <br /> for the Snohomish Riverfront. These studies included review of the economic <br /> development of the City of Everett and focused on comprehensive programs for <br /> downtown redevelopment, transportation, and infrastructure preservation and <br /> development. A review of these studies indicate that the proposed facility is <br /> consistent with the findings and conclusions of these documents. Although the <br /> facility will not generate direct income from the sale of goods or services, it will <br /> provide employment and stability to this area of the City of Everett. <br /> 39. Public transit is available near the site. In addition, easy access to the site via <br /> vehicles is provided. <br /> 40. The City of Everett's Parks Department reviewed the proposed project with the <br /> Pedestrian and Bicycle Access Plan for the Snohomish Riverfront. The Parks <br /> Department indicated that the Applicant must demonstrate, through design and <br /> management, that the proposed facility will not impose a risk beyond normal <br /> safety and security for the existing parks and trails. With conditions, as imposed <br /> herein, together with the conditions of the MDNS, the proposed project will be <br /> compatible with this plan. A number of security measures at the site of the <br /> facility, that must be approved by the City prior to final development, will protect <br /> the community's safety on the trail. <br /> 12 <br />
