These exhibits <br /> consisted of an identical form letter opposing the Special Property Use Permit. <br /> The letter stated that the City of Everett currently has detention facilities that <br /> serve the public need. With these facilities, there is "a minimum of 72 inmates <br /> not locked up now". The letter also implied that property values must be <br /> considered because the proposed facility will impact the value of properties in <br /> the area. On the form letter, some witnesses submitted personal comments. <br /> These included: <br /> Michele Marion - Submitted that at one time she lived across the street from the <br /> Centennial Trail. A threat of juvenile delinquents became too much for her and <br /> she moved. She contended that if Second Chance were built at the proposed <br /> site, police activity would increase. <br /> 22 <br />
