He further contended that the police and public safety criterion had not been <br /> adequately reviewed by the City, and the City erred by using statistics and <br /> information from the Applicant in making a determination that there would be no <br /> impact to police and public safety. He contended that based on information <br /> received from other police departments, including the Bremerton police, Seattle <br /> Police Officers, and other police agencies throughout the State, the proposed <br /> facility is prone to create public safety issues that must be considered. <br /> Mr. Slatten submitted that the impact to schools had not been adequately <br /> reviewed by the City and that the City should consider the "implications of <br /> flooding 28 juvenile offenders into the Everett Public Schools". He submitted <br /> that based on statements from school teachers in the Everett School District and <br /> other school districts throughout the State, the acclamation of these juvenile <br /> offenders into the public school systems is a severe impact to the schools. <br /> Mr. Slatten also contended that although there was no information on the <br /> impacts to social services, there definitely would be an impact, including need <br /> for drug, alcohol, and mental health facilities. He also contended that there are <br /> no jobs available for the juvenile offenders. <br /> Mr. Slatten submitted that there would be significant impact to traffic, pedestrian <br /> circulation, and public safety. He contended that the proposal will have an <br /> impact on the Snohomish Riverfront Bike and Pedestrian Trail because the trail <br /> goes near the proposed facility and will have a "chilling" effect on those using <br /> the trail. Further, he contended that the proposed facility is near the Everett <br /> Multi-modal Transportation Facility located at 36th and Smith and that the <br /> transportation facility will be impacted. <br /> Mr. Slatten contended that there will be impacts on neighborhoods and other <br /> adjacent uses. This will include potential deterioration of the site and the <br /> adverse impact on the efforts of the City of Everett to attract a branch campus of <br /> the University of Washington near the Snohomish Riverfront. <br /> 52. Mr. Slatten contended that in addition to EMC 19.41.150.C, the application must <br /> also satisfy EMC 19.41.150.D.2. Because the Review IIB Process, Subsection D <br /> must be satisfied. <br /> XIV. <br /> FINDINGS RELATING TO EMC 19.41.150.D.2 <br /> 53. The proposed facility will be a social service because it will provide transitional <br /> housing for juveniles who have been detained and are to be reintroduced into <br /> the mainstream of society. As a result, the proposed facility must be reviewed <br /> pursuant to the seven criteria of EMC 19.41.150.D.2. <br /> 24 <br />
