Loren Watson - The witness, a retired police officer, contended that the <br /> proposed facility will create security problems. He submitted that the other <br /> facilities in the City have had problems, and the proposed one will also have <br /> security problems. <br /> Terry Slatten - The witness, during his public testimony, testified that schools will <br /> be impacted. He further contended that the RFP that was originally submitted <br /> for the project called for 20 beds, while the current proposal is for 28 beds. He <br /> contended that State homes are usually no more than 20 beds. He further <br /> submitted that the proposal is a "group home", and the proposed 28 beds are <br /> too large an operation. The witness stated that there are safety factors that must <br /> be considered, and he questioned the JRA supervision. <br /> AnnMarie Allen - The witness submitted that she was not speaking on the <br /> criteria for Special Property Use Permit review but was more concerned about <br /> the placement of the Second Chance facility near the adjoining neighborhoods. <br /> She contended that the City of Everett, in the past, had removed play equipment <br /> from a neighborhood park because it was unsafe but now intends to place a <br /> "more dangerous" situation in the neighborhood. She contended that the Lowell <br /> community has worked hard, and if the Second Chance facility is placed in the <br /> community, she will not feel safe. <br /> CONCLUSIONS <br /> 1. The Applicant requested approval of a Special Property Use Permit and Building <br /> and Public Works Permits for the construction of a 28-bed juvenile care <br /> transition facility on the property located at 40th Street and Smith Avenue, <br /> Everett, Washington. The subject property is zoned C-2, Heavy <br /> Commercial/Light Industrial. <br /> 2. The proposed juvenile care transition facility requires a Special Property Use <br /> Permit. In order for the permit to be issued, the Applicant must satisfy the <br /> criteria of EMC 19.41.150.C. These criteria have been identified in finding of <br /> fact #5. <br /> 3. There is a need in the community for the proposed facility. The need includes a <br /> transitional housing facility to assist reformed juvenile offenders to re-enter <br /> society with educational and occupational opportunities and to assist the <br /> juveniles into the mainstream of society, rather than resorting to criminal activity. <br /> A benefit to the City of Everett, Snohomish County, and the State of Washington <br /> will result from this proposal. <br /> 4. The streets are adequate and can carry any additional traffic generated by the <br /> proposed facility. With improvements, as required by this Special Property Use <br /> Permit, the streets will be upgraded, and pedestrian pathways will be provided. <br /> Utilities and public services are available for the use. <br /> 26 <br />
