5. The traffic that will be impacted by the proposed facility will be minimal. The <br /> number of vehicular trips per day will not impact traffic in the neighborhood or <br /> the community. <br /> 6. Adequate off-street parking, on-site circulation, and access to the facility are <br /> provided. <br /> 7. The proposed facility will be compatible with surrounding properties. The <br /> dimensions and construction of the facility will not impact other properties, and <br /> the proposal will be consistent with the surrounding properties. <br /> 8. There are no sensitive land uses in the vicinity; the signs will not impact <br /> surrounding properties. <br /> 9. Landscaping, buffering, and screening of the building's parking lot and other <br /> areas will be provided. <br /> 10. The generation of nuisance irritants, such as smoke, noise, dust, odor, glare, <br /> visual blight, and other undesirable impacts will be minimal after construction. <br /> 11. The proposal is consistent with the Everett General Plan and the land use <br /> designation in which the property is located. <br /> 12. The proposal is in compliance with the Special Property Use Permit ordinances <br /> of the City of Everett. It is also in compliance with all State and Federal <br /> regulations. <br /> 13. Because of the nature of the proposed facility, there will be limited vehicles <br /> visiting the proposed project. The accessibility to public transit will result in a <br /> reduced number of vehicles to and from the subject property. <br /> 14. The proposed facility is not a drug or alcohol rehabilitation facility but is a <br /> transition facility for the juvenile inhabitants. The specific categories prohibiting <br /> group homes and rehabilitation centers, as set forth in EMC 19.41.150.D, are not <br /> applicable to this request. <br /> 15. The Applicant has adequately satisfied the criteria required for the approval of <br /> the Special Property Use Permit. <br /> 27 <br />
