The Applicant must comply with the policies and procedures relating to <br /> escapes/unauthorized absences of youths from the proposed Second Chance <br /> facility in accordance with the administrative policy as outlined in JRA Bulletin <br /> No. 17 Interim (Exhibit 50) and Second Chance Procedure/Policy No. SC 2.03, <br /> effective date 1993 (Exhibit 51). <br /> 6. Landscaping must be provided as shown on the proposed site plan and must, at <br /> a minimum, meet landscape Category B standards. Landscaping must also be <br /> provided along the interior lot line between the proposed Second Chance facility <br /> and the truck parking area. Prior to the issuance of any Public Works or <br /> Building Permits, the Applicant must submit a detailed landscape plan for review <br /> and approval by the Planning Director. <br /> 7. Prior to the issuance of any Public Works or Building Permits, the Applicant must <br /> subdivide the property in order to legally establish separate building lots for the <br /> proposed Second Chance facility and the proposed truck parking area on the <br /> northern portion of the site. <br /> 8. The facility must maintain 24-hour staffing, with at least two child care workers <br /> on duty, at all times. Program staff must include specialists in <br /> supervision/custody, treatment, and family counseling. <br /> 9. To ensure the safety of the public at all times, the program must operate under <br /> strict physical and programmatic security policies and systems. All exit doors <br /> must be equipped with an alarm system which must be monitored at the central <br /> control area. The whereabouts of each resident must be accounted for through <br /> a series of checks that will be conducted hourly. <br /> 10. Residents of the facility will be required to participate in a structured daily <br /> schedule of activities which will include individual and group counseling, social <br /> skills training, self-esteem training, anger/stress management, recreation <br /> therapy, religious activities, family counseling, and work or educational <br /> programs. <br /> 11. All signs must, at a minimum, meet sign Category B standards. The proposed <br /> single identification sign at the location of the entrance to the parking lot must be <br /> approved by the Planning Department. Before installing any sign, the Applicant <br /> must obtain a permit from the Building Department. <br /> 12. Development of the site must be in compliance with all applicable Federal, State <br /> and City of Everett regulations. <br /> 30 <br />
