36. A detailed wetland mitigation plan must be provided to the Planning Department for review <br /> and approval prior to issuance of construction permits. The detailed mitigation plan must <br /> incorporate the basic design parameters contained in the EIS, and must be prepared in <br /> accordance with Section 37 of the City's Zoning Code, and the Administrative Guidelines <br /> for the Identification and Evaluation of Wetlands and Streams. <br /> 37. *Wetland mitigation must occur at a ratio of 2.6:1 for all wetlands that are eliminated; this <br /> will result in approximately 1.38 acres of wetland being created on the site. <br /> 38. *A wetland monitoring plan must be provided with the detailed wetland mitigation plan. <br /> The plan shall include performance goals for created wetlands, as well as provisions for <br /> evaluation of enhanced wetlands and buffers. Wetland monitoring shall be conducted after <br /> the first, third, and fifth years following completion of wetland mitigation. The results of <br /> wetland monitoring investigations shall be submitted to the Planning Department in the <br /> form of a report. The report must specify corrective measures in the event that the <br /> established performance goals are not met. An assurance device must be provided to the <br /> City prior to issuance of a Certificate of Occupancy to cover the cost of wetland monitoring <br /> and contingency provisions. <br /> 39. *Over time, a net increase in wetland wildlife habitat must be provided as a result of the <br /> proposed wetland restoration and creation. <br /> 40. *Wetland mitigation plantings must be designed to improve habitat structure, function and <br /> value and simulate Pacific Northwest native plant communities. <br /> 41. *Existing and created wetlands shall have a minimum 25-foot enhanced buffer. No cutting, <br /> clearing, grading, or placement of structures will be allowed in wetland or buffer areas. <br /> Note: According to the site plan in the Final EIS, there is an encroachment on the north <br /> side of the 25-foot buffer for Wetland B. It appears that there are storm drainage/water <br /> quality enhancement improvements located within the required buffer. All such <br /> improvements must be located outside of the wetland and its required buffer. <br /> 42. *Degraded portions of Wetland B shall be planted with an appropriate cover of emergent <br /> plant species. <br /> 43. *Components of the storm drainage system, including detention facilities, biofilter swales, <br /> and sand filters shall be designed to emulate existing inflows to the wetlands. <br /> 44. *The storm drainage system shall be designed to enhance the quality of water that would be <br /> routed to the wetland. <br /> 45. *Potential effects from erosion and sedimentation shall be minimized by limiting clearing <br /> and grading to dry summer months, and by following measures set forth in the TESCP. <br /> BK 3 0 3 9 PG0407 <br /> 506 50 24 8 <br />
