24. On-site detention of stormwater runoff from impervious areas is required per City <br /> standards. <br /> 25. Treatment of stormwater runoff from the paved areas shall occur, per City standards, prior <br /> to discharge of the stormwater from the site or to a stream or wetland. <br /> 26. Stormwater detention/retention, quality protection, and treatment requirements for this <br /> project shall meet or exceed current City requirements. <br /> 27. Stormwater treatment and detention facilities shall be designed and constructed off-site,per <br /> current City standards,to treat runoff from the 16th Avenue extension and that portion of <br /> the south Costco access that cannot be routed to on-site stormwater facilities. <br /> 28. It is recommended that Costco work with Silver Lake waterfront property owners who have <br /> documented flooding problems to protect their property and/or structures from high lake <br /> water levels. <br /> 29. It is recommended that the City accept Costco's offer to contribute funds to the construction <br /> of runoff treatment facilities for the SR 527 Improvement project, in an amount <br /> proportional to Costco Traffic's contribution to phosphorus and total suspended solid <br /> loading on SR 527. The estimated cost of runoff treatment facilities for the 5-lane <br /> alternative is $348,600. Costco traffic would generate an estimated 6.5% of the total <br /> loading of total suspended solids and phosphorus along this corridor. Therefore, Costco's <br /> estimated share of the cost to construct runoff treatment facilities is $22,659. <br /> PLANTS AND ANIMALS <br /> 30. *Compensatory wetland mitigation will be required to demonstrate an overall enhancement <br /> of wetland functions. <br /> 31. *Wetland areas and buffers shall be designed and revegetated with plant species that <br /> provide food, cover, and breeding areas for wildlife. <br /> 32. *Building and road construction shall avoid significant forested areas and wetlands where <br /> possible; removal of vegetation shall be limited to areas necessary for building and road <br /> construction. <br /> 33. *Where possible, snags and downed trees shall be left in forested areas where they provide <br /> valuable habitat. <br /> 34. *Root wads and snags shall be taken from cleared forest areas and used in created wetland <br /> areas. <br /> 35. *Use of native plant species is required within landscaping areas. <br /> WETLANDS <br /> BK 3039 PG 0406 <br /> 950615020 <br />
