83. Costco shall provide a bus shelter and shelter pad at 19th Avenue near the walkway from <br /> the store. <br /> 84. Costco shall provide a paratransit loading area near the main store entrance. <br /> 85. Costco shall provide a traffic signal at 102nd Street S.E./19th Avenue S.E. before the store <br /> is occupied. The proponent shall assist in application for Traffic Signal Permit from the <br /> Washington State Department of Transportation. <br /> 86. 102nd Place S.E. must be improved with an approved school bus turnaround. <br /> 87. The developer will be required to pay $25,000 to the City to be used for requested School <br /> District pedestrian improvements. <br /> 88. Standard roadway illumination is required in conjunction with street improvements on 16 <br /> Avenue S.E. and 102nd Place. <br /> 89. The driveways on 19th Avenue SE must be removed and replaced with curb, gutter and <br /> sidewalk per City Standards. <br /> 90. All driveways to Costco site shall be curb cuts driveway ramps to the adjacent public <br /> roadway. <br /> 91. Costco must provide protected pedestrian walking route from near the main store entrance <br /> to 19th Avenue S.E. <br /> 92. A pedestrian circulation system for the site must be approved by the Planning Director and <br /> Traffic Engineer prior to the issuance of any building permits. Walkways must allow <br /> pedestrians and wheelchairs to gain easy access from sidewalks and bus stops to building <br /> entrances through the use of paths which are physically separated from vehicle traffic and <br /> maneuvering areas. The pedestrian circulation system shall include a connection through <br /> the site between 16 Avenue S.E. and 19th Avenue S.E. This link should be designed so as <br /> to avoid crossing of site roadways and parking aisles. (See the city's Design and <br /> Construction Standards and Specifications Manual and Section 39.165 of the Zoning <br /> Code.) <br /> 93. Costco must provide stop signs at all driveways to public roadways. Other traffic control <br /> signs may be required at driveways for safe and efficient movement of vehicular and <br /> pedestrian traffic. All signing shall be subject to Public Works review and approval. <br /> 94. Costco must provide full standard roadway improvements to 102nd Street S.E. between the <br /> site and 19th Avenue S.E, including right-of-way, curb, gutter, sidewalk and full-width <br /> pavement. <br /> 95. Parking must be per City Zoning Code and City Design and Construction Standards and <br /> Specifications. For the 156,000 square feet of retail space proposed, a minimum of 520 <br /> parking stalls is required. Handicap spaces must be provided per State of Washington and <br /> ADA requirements. <br /> 96. 16th Avenue S.E. must be extended to the Costco site.
