CONDITIONS: <br /> The following includes Mitigation Measures identified in the Costco Draft and Final EISs, and <br /> additional conditions recommended by staff that are necessary to mitigate adverse impacts of the <br /> proposal. The authority for imposing these conditions arises from Chapter 20.04.060 of the <br /> Everett Municipal Code, which contains specific policies addressing each element of the <br /> environment, and in Chapter 20.04.240, establishing SEPA substantive authority. Mitigation <br /> Measures taken from the EIS are indicated by an(*) asterisk. All other conditions have been <br /> generated by staff and are not contained in the EIS. <br /> EARTH (Not a component of the Costco EIS) <br /> 1. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 2. Permits must be obtained for all fill removed from the site and placed within the City <br /> Limits. <br /> AIR QUALITY <br /> 3. *Best available emissions control technology and relatively new, well-maintained <br /> equipment shall be used during construction to control carbon monoxide and particulate <br /> emissions. <br /> 4. *Trucks would be scheduled for routes and times that would delay the least amount of <br /> traffic. <br /> 5. The Washington State Clean Air Act requires the use of all known, available, and <br /> reasonable means of controlling air pollution, including dust. Dust generated during <br /> construction activities can be controlled by wetting those dust sources such as areas of <br /> exposed soils, washing truck wheels before they leave the site, and installing and <br /> maintaining gravel construction entrances. Construction vehicle track-out is also a major <br /> dust source. Any evidence of track-out can trigger violations and fines from the <br /> Department of Ecology or the Puget Sound Air Pollution Control Agency. <br /> WATER <br /> 6. *A construction site Stormwater Pollution Prevention Plan must be prepared and <br /> implemented as required by NPDES permit regulations. <br /> 7. *In order to mitigate the 0.53 acres of wetland fill, 1.38 acres of wetland must be created in <br /> the eastern and southern portion of the property. A wetland mitigation plan must be <br /> prepared using the guidelines in the City's Administrative Guidelines for Identification and <br /> Evaluation of Wetlands and Streams. <br /> 8. *Maintenance of stormwater facilities shall include cleaning of all catch basins on the site <br /> at on an as-needed basis, but at least once annually, and fall harvesting of vegetation in <br /> wetponds and biofiltration swales in the Silver Lake Drainage Basin. <br /> BK 303 9 PG 0403 <br /> 9506150248 4 <br />
