9. *A water quality monitoring plan must be reviewed and approved by the Planning and <br /> Public Works Departments prior to issuance of construction permits. The plan must <br /> include specific performance goals and implementation measures. <br /> 10 *Prior to final design and construction of 16th Avenue S.E. extension and stormwater <br /> system, a wetland analysis must be performed in order to establish the buffer limits <br /> adjacent to the eastern edge of the right-of-way. If it is determined that the buffer is too <br /> close to the right-of-way to construct the treatment cell and/or the water quality swale, a <br /> portion of the system must be constructed between the existing roadway and the existing <br /> regional detention pond. This alternative would also require a permanent easement from <br /> the owner of this property. <br /> 11. *A TESCP (Temporary Erosion and Sedimentation Control Plan) must be provided to <br /> control erosion from construction and ensure sediments are retained onsite. Potential <br /> releases of pollutants shall be controlled by using BMPs (Best Management Practices) and <br /> practicing good "housekeeping" on the site. <br /> 12 *During construction, potential releases of pollutants associated with construction activities <br /> shall be controlled by such practices as the following: <br /> • Maintain construction equipment and vehicles so that they do not leak fuels or <br /> lubricants; <br /> • Specify a staging area for all vehicle maintenance activities that is well away from all <br /> drainage courses; <br /> • Store petroleum products and building materials that could contaminate runoff in a <br /> covered area. Create an impervious berm around the perimeter of the storage area and <br /> line the area with a double layer of plastic or similar material; <br /> • Cover and maintain dumpsters; <br /> • Use only recommended amounts of paints and other construction materials; <br /> • Properly dispose of all oil, oil cans, and waste such as oil-soaked rags and paper; <br /> • Keep fresh concrete and cement mortars out of gutters, storm drains, and wetlands; <br /> • Service and maintain portable toilets; <br /> • Dispose of cleared vegetation properly; <br /> • Post information for procedures in case of spills; and <br /> BK3039PG0404 <br /> 5 <br />
