EXHIBIT A <br /> SCOPE OF WORK <br /> BASIC ENGINEERING SERVICES <br /> The purpose of this contract is to provide seismic assessments and upgrade concepts for the Everett Public Works <br /> buildings located in the 3200 block of Cedar Street. <br /> SCOPE OF WORK: <br /> The goal of the engineering services will be to review the expected seismic performance of the existing Public <br /> Works buildings and provide concept level seismic upgrades to increase Collapse Prevention performance. <br /> Continued operation of the Public Works facilities would be critical to restoring and maintaining public services <br /> following a major seismic event in the Everett area. The safety of the personnel working in the Public Works <br /> building is also a critical concern. A future project to replace the buildings is expected;however,this project may be <br /> 5 to 10 years in the future. The City of Everett would like to expore options to enhance the safety of the buildings <br /> for the remaining time that they are used. <br /> Reid Middleton has previously conducted preliminary seismic evaluations of Buildings 1 and 4 to determine their <br /> expected seismic perfomance. Building 1 is a two-story tilt-up concrete structure with open-web steel joist floor and <br /> roof framing. This building currently houses both the Public Works and Building Department operations. Building <br /> 4 is a pre-engineered metal building with additional site-built interior framing. This building houses Public Works <br /> operations,shops and equipment. In order to build upon the previous assessment work for these buildings,concept <br /> upgrades will be developed. <br /> In addition to concept designs for Buildings 1 and 4,seismic assessments and concept upgrades are required for <br /> Buildings 2,2B and 3. Buildings 2 and 2B are pre-engineered metal buildings. Building 2 includes a mezzanine <br /> level. Both buildings are MVD shop spaces. Building 3 is a light steel building similar to a pre-engineered metal <br /> building. This is noted as the Supply&Dispatch building. <br /> After concept upgrades are developed,a cost estimate for the concept designs is required to help the City of Everett <br /> with future planning. A presentation to discuss the results of the evaluations and upgrades may be required as a <br /> followup to the reviews. <br /> A Detailed scope of services is as follows: <br /> BUILDINGS 1 AND 4 CONCEPT LEVEL DESIGN <br /> 1. Reid Middleton will provide a concept level design for seismic upgrade of Buildings 1 and 4. Based on the <br /> expected 5-10 year useful life of the upgraded buildings,which is less than a typical building lifespan,a limited <br /> performance objective may be used. The objective will be discussed with the City of Everett prior to beginning the <br /> designs. The concept-level design will include a narrative description of proposed design schemes with hand-drawn <br /> sketches depicting the extent and general type of work. This information will be suitable for preliminary planning- <br /> level cost estimating and project budgeting. Mechanical and electrical systems and architectural systems will not be <br /> addressed directly;however,rough square foot values will be included in the estimate. <br /> BUILDINGS 2,2B AND 3 SEISMIC ASSESSMENTS <br /> 1. Field Investigations: Reid Middleton will perform a site visit of the City of Everett Public Works site to <br /> observe the buildings and structural framing. This task will include confirmation of general information included on <br /> the record drawings,determination of the vertical and lateral load resisting system and visual observation of the <br /> structural condition of the facility. Engineer field reports,notes and photographs of the facility will be used to record <br /> and document information gathered in the field investigation work. Reid Middleton will coordinate the field <br /> investigation schedule with the City of Everett to ensure access to the site and to minimize disruption to building <br /> occupants.
