Task 6: Written Report
At the conclusion of the study, HDR will prepare a report summarizing the technical analyses
undertaken, along with our findings, conclusions and recommendations of the study. The
supporting spreadsheet analyses for each connection charge will be included within the technical
appendices. HDR will provide to the City a PDF and Word file for the draft final report. Any
comments, corrections or additions from the City will be incorporated into the final report. HDR
provide a PDF and Word file, along with five (5) bound copies of the final connection charge report
to the City.
Deliverables from Task 6—
• Develop a draft final report which includes technical appendices.
• Develop a final report which includes a technical appendix which has incorporated all City
comments/corrections from the draft final report.
• A PDF and Word file and five (5) bound copies of the final report.
Task 7: Project Meetings and Public Presentations
As a part of this study, HDR has assumed there will be up to four internal project meetings;two to
review the initial draft results of the study and up to two meetings to advise staff on any other
proposed system development or mitigation fees for stormwater. These are intended to review
the analyses in detail, along with the key assumptions and data used within the analysis. HDR has
assumed that each of these internal project meetings will be approximately one-half day in length
and attended by HDR's Project Manager and key technical staff.
At the conclusion of the study, HDR will provide up to two (2) public presentations of the study.
The City may determine how these two meetings are used, but is presumed that one meeting will
be with the development community, and the other meeting will be a public presentation to the
City Council on the proposed connection charges. Should the City desire additional public
presentations, NOR will provide them on a time and material basis using the hourly billing rates
which are in effect at the time.
Deliverables from Task 7—
• Four internal project meetings.
• Two public presentations and development of all handout/presentation materials.
Task 8: Project Administration 1 Project Management
Perform miscellaneous project set up activities, work paper documentation, internal scheduling/
workload planning, invoicing, ongoing client correspondence, and other miscellaneous
administrative/project management activities throughout the study.
Deliverables from Task 8—
• Provide overall project administration/management
Task 9: Ordinance Development
Meet with Everett Staff to discuss application of fees, discuss options as to charging for both
residential and commercial connections, current practices, optional practice and assist in crafting
new ordinance. In assisting in the development of the Ordinance, HDR is not providing any legal
Page A-5
