CITY OF EVERETT PUBLIC WORKS <br /> SPECIAL PROVISIONS <br /> DOCUMENT 002113 -INSTRUCTIONS TO BIDDERS <br /> 1.1 BID SUBMISSION <br /> A. Bids submitted after the Bid Opening time noted in the Advertisement for Bids will be returned <br /> to Bidder unopened. <br /> B. Amendments to submitted Bids will be permitted when received in writing prior to Bid closing <br /> and when endorsed by the same party or parties who signed and sealed the Bid. <br /> C. A Bid may be revised and resubmitted as the official Bid if the City receives the revised bid <br /> before the scheduled time for opening Bids. <br /> 1. Resubmitted Bids shall be in full compliance with these Instructions to Bidders. <br /> 2. Bid security shall be in an amount sufficient for the Bid as resubmitted. <br /> D. Bidders may withdraw their Bid by written request before the scheduled time for opening Bids. <br /> E. After the scheduled time for opening Bids, no Bidder will be permitted to withdraw his Bid <br /> unless the Award of Contract is delayed for a period exceeding 45 calendar days. <br /> 1.2 BID WITHDRAWAL DUE TO ERROR <br /> A. Within 5 days after the opening of Bids, a Bidder who wishes to claim error after the Bids have <br /> been opened and tabulated shall submit a notarized affidavit signed by the Bidder, accompanied <br /> by original work sheets used in the preparation of the Bid, requesting relief from the <br /> responsibilities of award. <br /> 1. Provide affidavit describing the specific error(s) and certify that the work sheets are the <br /> originals used in the preparation of the Bid. <br /> 2. City staff will review the certified work sheets to determine the validity of the claimed <br /> error and make a recommendation. <br /> 3. If the City concurs in the claim of error, the Bidder will be relieved of responsibility, and <br /> the bid security of the Bidder will be returned. <br /> 4. Thereafter, at the discretion of the City, all Bids may be rejected or award made to next <br /> lowest and responsive Bidder. <br /> 5. At the discretion of the City, Bidders claiming error may or may not be allowed to <br /> participate in the re-bid. <br /> 1.3 WORK IDENTIFIED IN CONTRACT DOCUMENTS <br /> A. Work of this proposed Contract comprises a voluntary seismic retrofit of the City of Everett's <br /> Water Filtration Plant (WFP) Operations Building at the Chaplain Reservoir near Monroe, <br /> Washington. The voluntary seismic retrofit is limited primarily to the original 1980s portion of <br /> the WFP Operations Building and includes both structural and nonstructural measures for this <br /> WFP Operations Building Seismic Retrofit-Rebid January 6, 2017 <br /> WO#UP3600 002113 - 1 <br />
