1 <br /> D. Actively promoted and implemented effective youth programs and <br /> activities within the community for the City's young people. <br /> E. Actively promoted and implemented effective programs and activities <br /> within the community for the senior citizens of the community. <br /> F. Assumed an active leadership role in developing and implementing <br /> programs directed to the improvement of the visual aesthetic appearance of the <br /> community at the commercial,public or residential level. <br /> G. Assumed an active leadership role in developing programs and/or facilities <br /> for collecting,promoting and retaining the many aspects of the natural or <br /> historical heritage of the community. <br /> H. Assumed an active leadership role in developing programs and facilities <br /> directed toward the improvement of community social and health needs as well as <br /> programs directed toward humanitarian purposes. <br /> WHEREAS,the Everett Historical Commission determined Carl Gipson has performed <br /> outstanding service in all the above categories during his 24+years on City Council and <br /> his lifetime of service to the Everett community and the State of Washington; and <br /> WHEREAS,the Everett Historical Commission strongly recommends City Council <br /> approve the request to rename the Everett Senior Activity Center as"The Carl Gipson <br /> Senior Center of Everett;" <br /> NOW,THEREFORE,BE IT RESOLVED: <br /> 1. The Everett City Council concurs with the Everett Historical Commission <br /> recommendation to rename the Everett Senior Activity Center as"The Carl Gipson <br /> Senior Center of Everett;"and <br /> 2. The Everett Senior Activity Center is hereby named"The Carl Gipson Senior <br /> Center of Everett" in recognition of Mr. Gipson's service to the City of Everett, the <br /> Everett community and the State of Washington. <br /> Councilmember Introducing Resolution <br /> Passed and approved by City Council this day of December,2009. <br /> Council President <br /> 3 <br />
