Task 15 — Construction Management Support (Supplemented)
In the course of managing the BRT terminal construction it has become apparent
that the level of effort to complete the project will exceed what was originally
anticipated and included in the contracted scope and budget. The additional
effort falls into two categories as follows:
Extension of Construction Duration
The contract scope calls for a maximum construction duration (Task 15) of 120
calendar days from construction project award date. During the bid process it
was anticipated that the contract would be awarded on July 15th, and prepatory
work began based on this date. Due to concerns about irregularities in the bids
received the actual awarding of the contract was delayed until July 22nd. Based
on the July 22nd date the final day covered by the contract for construction
activities is November 18th. Current schedule projections by KBA, based on the
contractor's original schedule and KBA's observation of the contractor's ability to
meet scheduled tasks, indicate that project will extend much later than that date.
KBA's projections indicate that the likely completion of construction, including
closeout, will occur in late January. This is approximately 70 calendar days
beyond the contracted completion date.
The primary impact to scope and budget fall with KBA as they are required to
maintain personnel on site through the duration of the construction process.
Accordingly KBA has requested additional budget to in order to complete the
construction management and review of the project. The attached letter from
KBA identifies their anticipated additional efforts and the required budget to
complete those efforts. In addition the extension of the construction period will
require additional management and oversight by Perteet. You have indicated that
the city would like to keep the design team under contract through the 60 day
period following completion of physical construction and project closeout. This
would require administrative efforts to continue through the end of March 2010.
Perteet, Inc. requests a contract time extension to March 30, 2010.
Perteet, Inc. estimates the need to attend 12 additional on-site construction
management meetings and provide 32 hours of staff time to support the project
closeout process.
The following additional expenses are requested in order to account for the
additional construction time.
KBA Additional Construction Management $63,000
Sub-Consultant Markup (4%) $2,520
Perteet Administration and Oversight $11,535
Time Extension Total $77,055
47
