1 0 <br /> Subj : MEMORANDUM OF AGREEMENT FOR THE ESTABLISHMENT <br /> OF A PARK-N-RIDE AND ROUTE SERVICES FROM SMOKEY POINT <br /> COMPLEX TO NAVAL STATION EVERETT WATERFRONT <br /> route from Smokey Point Complex to NAVSTA Everett waterfront and <br /> an associated park-n-ride lot . <br /> 2 . Background. In an effort to accommodate public <br /> transportation needs of military personnel located at NAVSTA <br /> Everett to access the Navy Exchange (NEX) , Commissary and other <br /> services located at the Navy' s Smokey Point Complex, <br /> negotiations between the Navy and representatives from Everett <br /> Transit brought about the proposed MOA to support a bus route, <br /> nominally identified as "Route 79 Express" between Smokey Point <br /> and the NAVSTA Everett waterfront . With the addition of a bus <br /> route, the use of a specified number of parking spaces at the <br /> Smokey Point Complex will be made available to establish a park- <br /> n-ride for the mutual benefit of the Navy and City. The Smokey <br /> Point Complex is considered a recreational and/or Exchange and <br /> Commissary Navy installation which does not require external <br /> entry control points or perimeter control . The park-n-ride will <br /> be made available for use by all Everett Transit customers, to <br /> include non-affiliated civilian personnel . <br /> 3 . Scope . <br /> a. This MOA provides Navy support to the Everett Transit <br /> Route 79 Express, which is a north/south express bus route that <br /> provides service between the southwest corner of Smokey Point <br /> Complex and the NAVSTA Everett waterfront to include additional <br /> stops at designated locations along the route corridor. <br /> b. In keeping with the mission requirements of existing and <br /> future Navy authorized operations on the Smokey Point Complex, a <br /> maximum of 100 parking spaces will be made available for Everett <br /> Transit' s use in support of a park-n-ride lot . <br /> c. As currently planned, Route 79 Express will serve <br /> Everett Transit customers each weekday providing four morning <br /> trips and five evening trips . Route 79 Express service shall be <br /> effective on Monday, November 30, 2009 .
