7
standards identified in the 2002 Mitigation Plan and the years 1 and 2 data to determine the extent to
which the site is meeting or is on target to meet the goals and performance standards. ICF Jones&
Stokes will also recommend any contingency measures that could be taken to improve the functions of
the mitigation site.
ICF Jones&Stokes will submit the draft Year 3 Monitoring Report to EPWD by December 31,2010 with
finalization to occur after client review, but in time for first quarter 2011 submittal to the permitting
agencies as required in the 2002 Mitigation Plan.
Deliverable: WORD document and related figures/appendices of the draft Year 3 Monitoring Report will
be electronically sent to EPWD for review and comment. ICF Jones&Stokes will complete one round of
review and comment on the draft report, with comments from EPWD incorporated in track changes,
and will submit up to 3 bound hard copies and the PDF of the final report to EPWD for their use and
possible distribution to the permitting agencies. ICF Jones&Stokes will not send the report to any
agencies.
Task 9. Project Management Year 3
The ICF Jones&Stokes project manager will develop and maintain project files, complete monthly
invoicing, maintain telephone and email communication with EPWD's project manager, and will
coordinate with ICF Jones&Stokes staff as necessary to advance the project. This task assumes the
project duration will be 12 months, and anticipates 2 hours of time per month for invoicing, budget
tracking, and internal coordination with ICF Jones&Stokes team and up to 2 hours per month of
coordination with EPWD and/or agency staff at the request of EPWD by the project manager.
Task 10. Adaptive Management
ICF Jones &Stokes will coordinate with Corps staff and/or consultant performing hydraulic modeling
prior to revisions to the hydraulic model. ICF Jones&Stokes will provide digital copies of topographic
data of the restoration site obtained from multiple sources and discuss how to combine the source data
to obtain the most accurate representation of the existing site topography. ICF Jones& Stokes will also
provide continuous water surface elevation measurements collected inside the mitigation site and in
Union Slough during May and June 2009; these measurements are expected to be useful for model
calibration.
After the hydraulic model has been revised to simulate existing conditions and prior to running
proposed conditions in the model,ICF Jones&Stokes will review the ground geometry in the model and
compare that to the site topography/bathymetry to assess how well the ground geometry in the model
simulates the existing site. ICE Jones&Stokes will compare the water surface elevations calculated by
the hydraulic model and compare them to the measured water surface elevations from May-June 2009
to determine how well the model simulates tidal exchange in the mitigation site.
Year 3 Monitoring Smith Island Restoration 6 J December 7,2009
41
