•
•
7
An ICF Jones&Stokes hydraulic engineer will then provide technical review of hydraulic analysis and
modeling performed by the Corps or others to analyze the hydraulic efficacy of removing the three
bridges. The hydraulic engineer will also develop recommendations for the location and configuration
of interior drainage channels to be excavated within the interior of the EPWD mitigation site.
ICF Jones&Stokes' permitting specialists will make initial contacts with the Corps, Ecology,WDFW,
NOAA Fisheries, and USFWS to advance the permitting process in November/early December 2009. ICF
J&S will also attend a design charette meeting with the permitting agencies and a meeting with Batelle
regarding the modeling effort, both of which are anticipated to take place in December 2009. It is
anticipated that portions of this task will be completed while the, contracting process for this scope of
work is in progress.
Assumptions:
1. Corps or its consultants will perform hydraulic modeling of the site to determine the hydraulic
characteristics of the site with the bridges removed. ICE Jones&Stokes will perform no
hydraulic modeling of the site.
2. Recommendations for the location and configuration of interior drainage channels will be based
on the hydraulic modeling completed by the Corps and topographic mapping of the site from
various sources.
3. .No construction plan sheets or specifications will be produced by ICE Jones &Stokes.
4. One conference call of maximum 2 hours, for 2 ICF J&S staff intended to discuss site hydraulics,
data collected during monitoring that can be used for model calibration, and overall modeling
approach.
Deliverables:
• One e-mail of review comments regarding the Corps hydraulic analysis and modeling of the site.
• Two figures showing recommendations for interior drainage channel improvements. One figure
will be a plan view of the site showing locations of the recommended drainage channel improvements
and the other figure will show details of the recommended channels.
Task 11 .Unauthorized Additional Services Year 3
At the specific authorization of EPWD, ICF Jones&Stokes will conduct specifically requested tasks not
anticipated at the time this scope was developed.
This task is intended to accomplish small requests for assistance without having to amend the contract,
but ICF Jones&Stokes will track the level of effort requested under this task and inform EPWD if funds
in this task are insufficient to accomplish the requested work. This task will only be conducted if
authorized in writing by EPWD.
Year 3 Monitoring Smith Island Restoration 7 December 7.2009
42
