A copy of the HPA or a letter from the Department of Fisheries or Wildlife stating that <br /> an HPA is not needed should be included along with the plans for Public Works <br /> review. <br /> 2. Any grading/fill on this site shall be done so as to not impact the surrounding <br /> properties. <br /> 3. All collected surface water exiting the subject property must be conveyed to the nearest <br /> established, stable drainage course, within the naturally occurring drainage basin, by <br /> pipe or by approved swale in a manner that will not result in erosion or flooding. <br /> Sufficient downstream information and analysis must be provided to enable the City to <br /> determine that this requirement is being met. Appropriate easements will be required if <br /> conveyance must occur across private property. <br /> 4. A sewer main must be extended from 104th Street across the project frontage on <br /> Meridian Avenue. This sewer main must be designed to serve the rezone area and any <br /> other portions of the area that are feasible. <br /> 5. Lot design/configuration for this short subdivision shall be as shown on the preliminary <br /> short plat map on file with the Planning/Community Development Department. Any <br /> changes in lot design/configuration will require approval both by Planning and Public <br /> Works Departments. <br /> 6. If the volume of stormwater detention is calculated to be greater than 250 cubic feet, an <br /> on-site detention system is required. Routing the runoff from the rooftops of the homes <br /> on this site to individual roof downspout systems, per City Standards, may help <br /> eliminate the need to provide a common stormwater detention system. <br /> 7. Full standard half-street improvements are required to Meridian Avenue including but <br /> not limited to curb, gutter, sidewalk, and street widening per City Design Standards on <br /> the proposal's full frontage. <br /> 8. Fire hydrants capable of providing the required fire flow must be located within 350 <br /> driving feet of all residences in the proposed short subdivision. Locations of the <br /> hydrants must be approved by the City Fire Marshal. The hydrants must meet City <br /> specifications. <br /> 9. Premises must be clearly identified by the correct address at the street entry. Buildings <br /> must be clearly identified so as to be visible and legible from the access road. <br /> 10. Any existing septic systems must be removed per Snohomish Health District <br /> requirements prior to final approval. <br /> 11. The City of Everett prohibits outdoor burning. No fires for the purpose of disposing of <br /> construction debris will be allowed. Fire safety practices during construction must be <br /> in compliance with Article 87 of the Uniform Fire Code. <br /> 12. Detailed drawings in accordance with City Design and Construction Standards shall be <br /> submitted to the Public Works Department showing, utilities, storm drainage, <br /> temporary construction erosion control, and all required improvements in the public <br /> right-of-way. Public Works Department approval of these drawings is required prior to <br /> any permits being issued. All improvements shall be completed, approved and <br /> warranted before Final Short Plat Approval is issued. <br /> 2 <br />
