`TT <br /> &.10 <br /> RESOLUTION NO. 3935 <br /> A Resolution of the Everett City Council Amending the Land Use Designation of the <br /> Everett General Plan for Property Located <br /> North of Rim Drive and Shadow Wood Drive in the Eastmont Area <br /> WHEREAS, the City of Everett annexed a large geographic area in 1962 that included the Lowell and <br /> Pinehurst neighborhoods as well as land in the agricultural floodplain of the Snohomish River valley and <br /> in the Woods Creek drainage basin; and <br /> WHEREAS, the applicants own two adjacent five acre parcels of land within the south part of this large <br /> annexation area that are zoned A-1 (Agricultural); and <br /> WHEREAS, the applicants, Robert Alger and Russ and Jennifer Juckett, propose to rezone and subdivide <br /> their property for single family suburban residential development; and <br /> WHEREAS, the Everett Zoning Code requires that proposed rezones be consistent with the land use <br /> designation of the Everett General Plan; and <br /> WHEREAS, the city has never established a land use designation for any of the A-1 zoned areas of the <br /> city; and <br /> WHEREAS, the Planning Commission held a public hearing on March 15, 1994 to consider the request <br /> of the applicants to establish a land use designation of"Single Family Detached, 1 to 5 Dwellings per <br /> Gross Acre" for the subject property and has recommended that the City Council approve the request; <br /> and <br /> WHEREAS, the City Council finds that the following circumstances which were discussed at the <br /> Planning Commission public hearing support the establishment of the land use designation requested by <br /> the applicants: <br /> 1. The proposed land use designation and zoning are compatible with the established land <br /> use designations and zoning for the abutting Eastmont residential neighborhood. <br /> 2. The proposed land use designation and zoning will allow development similar to existing <br /> residential development in the abutting Eastmont area. <br /> 3. The soils, topography, and abutting residential development do not support the <br /> agricultural uses allowed by the existing A-1(Agricultural) zoning of the subject property. <br />
