RESOLUTION NO. <br />A RESOLUTION STATING THE COUNCIL'S INTENT TO ANNEX TO EVERETT <br />UNINCORPORATED SNOHOMISH COUNTY TERRITORY ON SMITH ISLAND; <br />WHEREAS, the Washington State Growth Management Act ("the Act"), codified as RCW <br />36.70A, requires counties planning under the Act to designate urban growth areas; and <br />WHEREAS, the Act at RCW 36.70A.11 0(4) states that within such urban growth areas, <br />"In general, cities are the units of local government most appropriate to provide urban <br />governmental services"; and <br />WHEREAS, the Act at RCW 36. 70A.11 0(7) states, "An urban growth area designated in <br />accordance with this section may include within its boundaries urban service areas or potential <br />annexation areas designated for specific cities or towns within the county"; and <br />WHEREAS, Snohomish County has collaborated with their municipalities to designate potential <br />annexation areas for specific cities and towns within the county; and <br />WHEREAS, within Snohomish County such designated potential annexation areas are tenured <br />Municipal Urban Growth Areas (MUGAs) and are formally adopted in the Snohomish <br />County Countywide Planning Policies (CPPs); and <br />WHEREAS, the City of Everett is in Snohomish County; and <br />WHEREAS, adjacent to the Everett city limits within Snohomish County exists unincorporated <br />territory which has been designated in the Snohomish County CPPB as the Everett MUGA; and <br />WHEREAS, the Everett MUGA is depicted for illustration purposes on Exhibit A attached <br />hereto; and <br />WHEREAS, the Everett City Council adopted Ordinance 3288-12 effective August 21, 2012 <br />amending the comprehensive plan map expanding the City's urban growth boundary on Smith <br />Island; and <br />WHEREAS, the Snohomish County Council adopted Ordinance 14-131 effective July 2, 2015 <br />that adopted map amendments that extended the Urban Growth Boundary to include the area in <br />Ordinance 3288-12 for this proposed amiexation within the City of Everett's MUGA; and <br />Page 1 of 6 <br />2 <br />(2015) <br />
