July 8, 2015 <br />COUNCIL BILL NO. 1506-18 <br />THIRD AND FINAL READING: <br />AN ORDINANCE establishing land use regulations for <br />recreational marijuana businesses, amending Ordinance No. <br />1671-89, as amended (EMC Title 19, Zoning), and superseding <br />Ordinance No. 3407-14, as amended <br />Moved by Council Member Roberts, seconded by Council Member <br />Stonecipher, that this is declared to be the third and final reading of <br />Council Bill No. 1506-18. <br />Moved by Council Member Murphy, seconded by Council Member <br />Moore, to amend the motion to not allow Tier 2 or Tier 3 marijuana <br />producers and/or processors to operate or locate in the City. <br />Discussion took place regarding odor issues, the use of special property <br />use permits, preserving industrial lands for targeted economic industry <br />clusters by limiting the number of Tier 2 and 3 production/processing <br />facilities, and reconsideration at a future time as more information <br />becomes available. <br />Roll was called with all council members voting yes, except Council <br />Members Roberts and Stonecipher who voted no, and Council Member <br />Gipson who was excused. <br />Motion carried. <br />Moved by Council Member Roberts, seconded by Council Murphy, to <br />amend the motion to prohibit Tier 1 production and processing in the <br />Maritime Services zone. <br />Roll was called with all council members voting yes, except Council <br />Member Gipson who was excused. <br />Motion carried. <br />207 <br />
