July 8, 2015 <br />Moved by Council Member Murphy, seconded by Council Member <br />Tuohy, to amend the motion to maintain the minimum separation <br />requirement of 1,000 feet between production and/or processing <br />facilities and residential zones. <br />Discussion took place regarding the effects of clustering of production <br />and/or processing and odor impacts, the availability of maps showing the <br />buffer that currently exists, and the need for future review. <br />Roll was called with all council members voting yes, except Council <br />Member Gipson who was excused. <br />Motion carried. <br />Moved by Council Member Murphy, seconded by Council Tuohy, to <br />amend the motion to require a minimum separation of 1,000 feet <br />between Tier 1 production and/or processing uses. <br />Discussion took place regarding the effects of clustering of production <br />and/or processing, remanding to the Planning Commission for review, and <br />enacting control measures similar to those being used by the city of <br />Kirkland. <br />Moved by Council Member Moore, seconded by Council Member <br />Bader, a friendly amendment to the amendment to require a <br />minimum separation of 500 feet and allow up to two (2) Tier 1 <br />producers/processors to cluster until review has been completed by <br />the Planning Commission. <br />Council Member Murphy expressed concern with the proposed 500 -foot <br />minimum separation and asked that a vote be taken on the suggested <br />amendment. He also recommended sending the information from the city <br />of Kirkland to the Planning Commission for review. <br />Council Member Moore withdrew his friendly amendment. <br />Planning Director Allan Giffen was asked to request review by the <br />Planning Commission of the concept of clustering of Tier 1 facilities, the <br />411111 <br />
