^ FINDING3: The creek has an existing 30 inch culvert providing access to the site. A 20 foot driveway will be conatructed over the existing culvert and cross through the adjoining wetland aree and required buffer area. Thie will provide access to the dwellinq to be conatructed on the southern portion of the site. The mitigation proposed by the applicant 1s enhnncement of the creek at the location of the croseing coneistinq of planting of the area with 25 red oeier dogwood shrubs at 3 foot by � Poot spacing. Also, the applicant ie proposinq to provide 2500 square feet of buffer erea as mitiqation for the 2450 square feet of buffer impact due to the driveway. This would consist of an additionel 55 foot buffer from the wetland edge as meesured from the west praperty line going east alonq the required wetland buffer edge tapering doan to 75 feet as measured perpendicular to the north buildinq setbnck line. As mensured perpendicular to the north buildinq setback line this would provide for a totel buffer width of 105 from the wetland edge and 155 feet from the edqe of the creek tapering down to approximntely 85 feet from the wetland edqe and 140 feet from the edqe of the creek . A permanent fence will be constructed along the entire edge of the buffer. (7011CLU3ION3: The Planninq Director has made a determinetlon that mitigation proposed for the creek croasinq nnd encroachment into the wetland and buffer areas for the drivewey ia permitted with the followinq conditions: 1. Neceasary building permits must be obtained by the applicant from the City. 2. The wetland mitigatlon/buffer enhancement plan prepared by Wetlend Reeources Consultants dated November 14, 1991, must he complied with. in eddition, the following conditions must be complied with: a. t,ppropriate approved by North Creek erosion the City prior to control measures muat be and in place adjacent to any construction. b. Detailed construction pinns for the crosslnq of North Creek must be approved by the City prior to any construction. c. Prior to any construction a permanent fence must be placed alonq the entire edqe of the buffer.
