The <br />propoeed action is to construct a private driveway to <br />provide access to a einqle family dt�•ellinq to be constructed <br />on e site off of 104th Place S.E. <br />A category II wetlend exists and North Creek crosses through <br />the northern portion of the site which is bordered by 104th <br />Plece S.E. In order to provide access to the dwelling it <br />would be necessery to cross the stream/wetland and buffer. <br />In order to eccomplish this the proposal is subject to <br />raview procoes IIB, which requirea a written decision by the <br />Plnnning Director to "...approve, disapprove, or epprove <br />with conditions the uae proposed by the applicant" (Section <br />42.10e.B). If no nppeal is filed in response to the Planninq <br />Director's deiermination, the action will be considered <br />finel, or if the determination is appealed, a public henring <br />bafore the City Hearinq Exeminer will be required. As e <br />property owner within 300 feet of the eubject property, this <br />notice :a to inform you that the Planninq Dlrector has <br />issued a determination on the proposed action es deacribed <br />bB10W. <br />gApCGROUND: The subject property is loceted in the R-3 <br />Suburbnn Residential zone. A wetlands study submitted by <br />Wetland Resources Consultants has identified the locetion of <br />North Creek and the edge of the wetland locnted on the <br />northern portion of the site. The City of Everett's Zoning <br />Code requires a 100 foot buf.fer from the edqe of the creek <br />nnd e 50 foot buEfer from the edqe of the wetlend.
