July 29, 2015 <br />Snohomish County Courthouse Update <br />Presented by Allan Giffen, Planning; Mark Thunberg, <br />Snohomish County Facilities Director <br />Considerable discussion ensued regarding the required/proposed parking <br />for the courthouse project, the need for a way finding system and lack of <br />available on -street parking during construction, and the elimination of 10 <br />on -street parking spaces. <br />City Attorney Iles stated that at the request of Council, the City Attorney's <br />office could work with legal staff of Snohomish County to craft language to <br />be added to the agreement that addresses parking concerns during <br />construction. <br />Todd Morrow and Shirley Morrow, both of Everett, expressed concern <br />about the project proposal for parking requirements, especially the <br />removal of on -street parking for Everett First Presbyterian Church <br />members during construction. <br />With Council agreement, President Bader, moved the action on Agenda <br />Item No. 12 to follow the Snohomish County Courthouse Update. <br />Reverend Alan Dorway and Victor Harris, both of Everett, expressed <br />concern about the parking requirements outlined in the project proposal. <br />Council Member Stonecipher shared concerns relating to information <br />contained in a financial feasibility study for a parking garage, which was <br />prepared by Wallace Properties at the request of the City. Council <br />Administrator Williams was asked to distribute copies to all council <br />members. <br />AGREEMENT — LEASE OF PARKING SPACES <br />Moved by Council Member Gipson, seconded by Council Member <br />Moore, to authorize the Mayor to sign the Interlocal Agreement <br />between Snohomish County and the City of Everett concerning lease <br />of parking spaces, substantially in the form provided. <br />227 <br />
